With<strong>in</strong> two weeks prior to commenc<strong>in</strong>g the actual work the consultant<br />

shall produce a brief Inception Report where the approach, data<br />

collection methods and time plan are outl<strong>in</strong>ed sufficiently well for the<br />

Management Group to be able to judge the appropriateness of these<br />

issues and likely quality of the planned evaluation. The Inception<br />

Report shall concentrate on step one, the documentary study, but<br />

<strong>in</strong>clude plann<strong>in</strong>g for step two as well. The Inception Report shall later<br />

be updated regard<strong>in</strong>g step two <strong>in</strong> view of f<strong>in</strong>d<strong>in</strong>gs and conclusions from<br />

the documentary study (see section 3.2 above).<br />

The evaluation process and reports shall, whenever applicable, follow<br />

DAC’s Evaluation Quality Standards.<br />

7 Organisation of the Evaluation<br />

In order to secure <strong>in</strong>volvement by the relevant authorities <strong>in</strong> the three<br />

countries and the organisations sponsor<strong>in</strong>g the evaluation the management<br />

of LRRD2 has the follow<strong>in</strong>g organisation:<br />

• a Jo<strong>in</strong>t Steer<strong>in</strong>g Committee (JSC)<br />

• a Management Group (MG) with four members selected by the<br />

JSC<br />

• an Advisory Group provid<strong>in</strong>g advice and quality assessment<br />

The Jo<strong>in</strong>t Steer<strong>in</strong>g Group consists of the <strong>in</strong>ternational organisations<br />

and national agencies <strong>in</strong> the three countries, which have decided to jo<strong>in</strong><br />

the evaluation. Sida’s Department for Evaluation is lead agency and<br />

chair of the JSC and the MG.<br />

The tasks for the JSC are to endorse the Terms of Reference for<br />

the evaluation, give advice on criteria for the selection of consultants,<br />

decide on the f<strong>in</strong>al design of Step two of the evaluation, and comment<br />

on draft reports.<br />

The Management Group will handle the on-go<strong>in</strong>g preparations<br />

and day-to-day management of the evaluation. It comprises four members:<br />

one member from the evaluation departments of the sponsor<strong>in</strong>g<br />

agencies, two members from the concerned organisations <strong>in</strong> the region<br />

plus a member from Sida’s Department for Evaluation, who is also the<br />

executive member and chair. The decisions by the Management Group<br />

are documented and shared with the members of the JSC. The MG<br />

takes the f<strong>in</strong>al decisions regard<strong>in</strong>g approval 9 of the reports after consultation<br />

with the JSC.<br />

A team of <strong>in</strong>dependent consultants will be recruited to carry out<br />

the evaluation. S<strong>in</strong>ce Sida is the lead agency for LRRD2 Swedish procurement<br />

rules will be adopted. This entails an open, competitive tender<strong>in</strong>g<br />

procedure, where at the end all bids and the assessment of the<br />

Criteria for approval will be acceptable quality of the reports and the way f<strong>in</strong>d<strong>in</strong>gs and conclusions<br />

are substantiated.<br />
