Many NGOs, <strong>in</strong>clud<strong>in</strong>g the Indonesian Red Cross together with IFRC,<br />
have <strong>in</strong>vested <strong>in</strong> mangrove plant<strong>in</strong>g to hopefully reduce the effects of<br />
flood<strong>in</strong>g and tsunamis. However while mangrove belts have many positive<br />
aspects <strong>in</strong>clud<strong>in</strong>g erosion control, the question of whether they can<br />
contribute to tsunami risk reduction is the subject of strong debate <strong>in</strong><br />
the literature 77 .<br />
In the Maldives the islands are too small and too flat for the concept<br />
of a buffer zone to work. The physical plann<strong>in</strong>g risk reduction<br />
measure proposed here was the Safe Island concept. This <strong>in</strong>cluded<br />
plann<strong>in</strong>g controls, areas of high ground, and emergency evacuation<br />
build<strong>in</strong>gs, but has also proved controversial.<br />
Risk reduction is a difficult issue for the Maldives as the geography<br />
of the islands leaves them cont<strong>in</strong>ually exposed to tropical storms and<br />
the (relatively low) risk of tsunamis. There is no natural high ground,<br />
and many <strong>in</strong>habited islands are so small that apply<strong>in</strong>g a buffer zone as<br />
<strong>in</strong> Sri Lanka would lead to them hav<strong>in</strong>g to be abandoned. The new<br />
president now talks openly of buy<strong>in</strong>g land away from the Maldives<br />
where the population could be resettled 78 .<br />
5.6 Preparedness and early warn<strong>in</strong>g<br />
The tsunami has led to the sett<strong>in</strong>g up of an Indian Ocean Tsunami<br />
Warn<strong>in</strong>g System at the <strong>in</strong>ternational level. These are supported by<br />
national operations rooms to pass on the warn<strong>in</strong>g. This is one area<br />
where there has been a great deal of national effort.<br />
