3 Approach and method<br />
The evaluation shall be carried out <strong>in</strong> two steps, each end<strong>in</strong>g with a<br />
separate report. Step one – the documentary study – will be an analytical<br />
compilation of exist<strong>in</strong>g evaluations, results reports and other relevant<br />
studies on relief, recovery and <strong>development</strong> <strong>in</strong>terventions related to<br />
the tsunami disaster. Step two – the field study – will be based on <strong>in</strong>terviews<br />
and observations <strong>in</strong> the three countries. Its f<strong>in</strong>al design will depend<br />
on the conclusions, identified gaps and need for support<strong>in</strong>g evidence<br />
from the documentary study. A f<strong>in</strong>al synthesis report will be produced<br />
based on the two steps of the evaluation.<br />
3.1 The documentary study – Step one<br />
A large number of evaluations and other studies on the progress of the<br />
rehabilitation and reconstruction after the disaster have been conducted<br />
by <strong>in</strong>ternational organisations and domestic agencies. After the TEC<br />
evaluation synthesis report no comprehensive summary of such reports<br />
has been done. In order to both get an overview of reported results up<br />
to now and to compile experiences from particularly the recovery and<br />
reconstruction efforts, LRRD2 shall beg<strong>in</strong> with a documentary study.<br />
The consultant shall obta<strong>in</strong>, as far as possible, <strong>in</strong>formation on all<br />
available studies from <strong>in</strong>ternational and domestic organisations, national<br />
and local authorities, and research <strong>in</strong>stitutions that provide results or<br />
analyses progress and problems regard<strong>in</strong>g recovery and reconstruction<br />
efforts related to the disaster. The documents study shall concentrate on<br />
the three countries but also <strong>in</strong>clude other studies that are deemed relevant.<br />
On the basis on the material collected the consultant shall prepare<br />
a report summaris<strong>in</strong>g results <strong>in</strong> the most appropriate way, tak<strong>in</strong>g <strong>in</strong>to<br />
consideration whether the sources aim to report on output or outcome<br />
or even impact. The quality and coverage of the sources shall be exam<strong>in</strong>ed<br />
accord<strong>in</strong>g to criteria that the consultant shall propose and any reservations<br />
the consultant may have regard<strong>in</strong>g quality shall be discussed<br />
<strong>in</strong> the report.<br />
The report shall be organised so that it is possible to present country<br />
specific results and conclusions. The consultant shall analyse the<br />
reported results along the dimensions set out <strong>in</strong> section 2.2 above and<br />
discuss apparent drawbacks and achievements.<br />
F<strong>in</strong>ally the documentary study shall <strong>in</strong>dicate areas and issues where<br />
the field study may be able to fill obvious voids and provide additional<br />
knowledge.<br />
The draft report from the documentary study shall be presented<br />
and discussed on at least one workshop <strong>in</strong> the region.<br />
