The efforts of the <strong>in</strong>ternational aid community seem to have shifted<br />
away from lead<strong>in</strong>g the response to the tsunami to that of support<strong>in</strong>g<br />
national and local recovery efforts. This shift of roles shall be clearly<br />
reflected <strong>in</strong> the LRRD follow-up evaluation. Although it is the aid effort<br />
that shall be evaluated, the assessment should consider the aid response<br />
<strong>in</strong> the perspective of the domestic and <strong>in</strong>ternational trends that have<br />
driven recovery, <strong>in</strong>clud<strong>in</strong>g household, community and government <strong>in</strong>itiatives<br />
and the wider economic and market related context. The evaluation<br />
should clearly reflect the comb<strong>in</strong>ed efforts by local, national and<br />
<strong>in</strong>ternational actors and try to verify or falsify the TEC evaluation conclusion<br />
that external aid can only provide a support<strong>in</strong>g function to the<br />
recovery efforts of disaster affected people and countries themselves.<br />
2.1 Scope of the evaluation<br />
The evaluation shall cover the recovery efforts by <strong>in</strong>ternational, national<br />
and local actors that have taken place s<strong>in</strong>ce the tsunami disaster at the<br />
end of 2004, trace the l<strong>in</strong>kages which may exist or may be miss<strong>in</strong>g<br />
between relief, recovery and <strong>development</strong> <strong>in</strong>terventions and analyse<br />
their consequences.<br />
The first LRRD evaluation was limited to Sri Lanka and Indonesia.<br />
This second evaluation – LRRD2 – will also <strong>in</strong>clude the Maldives 5 .<br />
The obvious reason for <strong>in</strong>clud<strong>in</strong>g the first two countries is both the magnitude<br />
of the impact of the disaster and the number and range of actors<br />
<strong>in</strong>volved. The reasons for <strong>in</strong>clud<strong>in</strong>g the Maldives are that the damage<br />
<strong>in</strong>curred there was substantial <strong>in</strong> relation to the size of the country and<br />
that it is particularly vulnerable to natural disasters.<br />
Because of the large number and variety of <strong>in</strong>terventions and<br />
actors suitable approaches and pr<strong>in</strong>ciples for selection of cases or other<br />
limitations shall be proposed by the consultant and later elaborated further<br />
on the basis of the first part of the evaluation, the documents study<br />
(see section 3 below).<br />
The evaluation shall not assess results and performance of <strong>in</strong>dividual<br />
actors but make the analysis along the themes <strong>in</strong>dicated below.<br />
The analysis shall be carried out aga<strong>in</strong>st the follow<strong>in</strong>g criteria: relevance,<br />
efficiency, effective, connectedness, coherence, impact and susta<strong>in</strong>ability.<br />
The analysis the LRRD1 evaluation synthesis report was largely<br />
organised around the four themes A–D below (with slightly different<br />
term<strong>in</strong>ology and delimitation of the themes) and it is important to reta<strong>in</strong><br />
similar dimensions. However, <strong>in</strong> the LRRD2 a fifth theme – capacity<br />
<strong>development</strong> – shall be added. 6<br />

National Capacities and this issue is added <strong>in</strong> the LRRD2 evaluation s<strong>in</strong>ce it is an essential aspect<br />
