In order to obta<strong>in</strong> relevant material the consultant may have to<br />
travel <strong>in</strong> the region or engage national consultants or <strong>in</strong>stitutions to collect<br />
and exam<strong>in</strong>e reports.<br />
3.2 The field study – Step two<br />
The purpose of the field study is to update and complement the <strong>in</strong>formation<br />
from the documentary study and to ascerta<strong>in</strong> that the views of<br />
beneficiaries and other stakeholders – donors, implement<strong>in</strong>g national or<br />
<strong>in</strong>ternational organisations and national authorities – are sufficiently<br />
<strong>in</strong>cluded <strong>in</strong> the follow-up evaluation.<br />
Particular emphasis shall be put on the views of the immediately<br />
affected population and of government and local authorities <strong>in</strong> the<br />
three countries. If surveys are proposed they should be designed so<br />
comparisons are possible with the surveys conducted <strong>in</strong> LRRD1. 8<br />
The data collection methods for the field study will be <strong>in</strong>terviews<br />
and observations. Ahead of the field study the consultant shall submit a<br />
revised Inception Report propos<strong>in</strong>g a suitable approach and data collection<br />
methods <strong>in</strong> view of the f<strong>in</strong>d<strong>in</strong>gs of the first step. Care must be<br />
taken to clearly <strong>in</strong>dicate pr<strong>in</strong>ciples for the selection of <strong>in</strong>terview sources<br />
also when no formal samples are planned.<br />
4 The evaluation team<br />
The LRRD2 evaluation shall be carried out by a team of consultants,<br />
which are <strong>in</strong>dependent from the f<strong>in</strong>anc<strong>in</strong>g and implement<strong>in</strong>g organisations<br />
as well as national authorities govern<strong>in</strong>g the operations. The composition<br />
of the team may differ between the two steps <strong>in</strong> the evaluation<br />
but it is essential that the team leader rema<strong>in</strong>s the same and that national<br />
consultants are <strong>in</strong>cluded <strong>in</strong> both steps. It is also required that the team<br />
for each stage is comprised of both men and women.<br />
The team leader shall have extensive, proven capacity to lead evaluations,<br />
preferably of disaster and reconstruction <strong>in</strong>terventions, and to<br />
deliver reports of good quality. Additional assets will be experience from<br />
the three countries <strong>in</strong>cluded <strong>in</strong> the evaluation and experience from evaluations<br />
<strong>in</strong> conflict areas.<br />
The majority of the team members shall have experience from<br />
evaluations as team member or team leader. One or more team members<br />
shall have experience from documentary studies, i.e. retriev<strong>in</strong>g and<br />
summaris<strong>in</strong>g <strong>in</strong> an analytical way vast quantities of written material,<br />
from quantitative and qualitative research, beneficiary surveys, and statistical<br />
methods.<br />
Particularly dur<strong>in</strong>g step two it is important that the team comprises<br />
members with good evaluation and/or research experience from each<br />
of the three countries <strong>in</strong>cluded <strong>in</strong> the evaluation.<br />

A proper panel study, i.e. go<strong>in</strong>g back to people previously <strong>in</strong>terviewed is not possible, but it is<br />
probably feasible to select populations which are reasonably similar to the previous samples.<br />
