In all 279 officials and staff were <strong>in</strong>terviewed <strong>in</strong> key-<strong>in</strong>formant <strong>in</strong>terviews,<br />
some several times by different teams. Another 380 people were<br />
<strong>in</strong>terviewed <strong>in</strong> 20 group <strong>in</strong>terviews, giv<strong>in</strong>g a total of 659 respondents for<br />
qualitative <strong>in</strong>terviews. Another 2,143 persons from tsunami affected areas<br />
completed the quantitative <strong>in</strong>terviews for the survey conducted by Team C<br />
Voter, which <strong>in</strong>cluded some open questions lead<strong>in</strong>g to qualitative<br />
analysis.<br />
The large number of <strong>in</strong>terviews was made possible by the team of<br />
14 members, 60% of whom are from South Asia, who spread out <strong>in</strong><br />
teams of two or three persons <strong>in</strong> a wide variety of locations, cross-vali-<br />
