With reference to the Table 4 on disbursement flows above, from 2006<br />

to 2009 (carried forward to 2009 for funds unused presumably), Banda<br />

Aceh cont<strong>in</strong>ues to receive a high proportion of reconstruction aid compared<br />

to other districts. Nias, which is far less developed as compared to<br />

Aceh (us<strong>in</strong>g the Human Development Index) is neglected throughout<br />

the period 2005–09 <strong>in</strong> terms of a lower proportion of funds disbursed.<br />

Target<strong>in</strong>g is improv<strong>in</strong>g as from 2005–07, Nias district received only 5%<br />

per year of total aid, which improved slightly to 8% <strong>in</strong> 2008.<br />

Observ<strong>in</strong>g the statistics on aid flows <strong>in</strong> the period 2005–08 alone<br />

strongly suggests that to answer the question “To what extent has livelihood<br />

security improved for those most directly affected by the Tsunami<br />

and if so for whom and how?” those most directly affected by the Tsunami<br />

did not improve their livelihoods security via external reconstruction<br />

aid. Improvements would logically have to come from a) the affected<br />

population’s own efforts b) market mechanisms and/or c) central and<br />

local government efforts<br />

The challenge concerns the l<strong>in</strong>k<strong>in</strong>g of <strong>development</strong> <strong>in</strong> the region<br />

to macro-economic opportunities, and not rema<strong>in</strong><strong>in</strong>g concentrated on<br />
