51. A capacity focused programm<strong>in</strong>g concept should be developed by<br />
donors, NGOs and UN agencies which seeks to <strong>in</strong>vest <strong>in</strong> actors rather<br />
than anticipate outcomes and impact <strong>in</strong> highly volatile environments<br />
(capacity focused rather than results focused only).<br />
52. NGOs and UN agencies should seek to create more l<strong>in</strong>kages to academic<br />
<strong>in</strong>stitutions and to long term plans for civil society <strong>in</strong>stitutions<br />
(which provide the bulk of the response <strong>in</strong> early stages), allocat<strong>in</strong>g<br />
funds to jo<strong>in</strong>t studies and surveys, and creat<strong>in</strong>g an <strong>in</strong>dex of specialist<br />
resources.<br />
8.4 For civil society agencies<br />
Less restrictive risk reduction<br />
53. Civil society organisations work<strong>in</strong>g <strong>in</strong> National Disaster Risk Reduction<br />
<strong>in</strong>itiatives, even if benefit<strong>in</strong>g from ris<strong>in</strong>g public concern about a s<strong>in</strong>gle<br />
hazard, should promote a multi-hazard approach.<br />
54. Civil society organisations should monitor <strong>in</strong>vestments by Government<br />
and donors to verify that disaster risks have been considered <strong>in</strong> the<br />
<strong>in</strong>vestment decision.<br />
More long range analysis<br />
4. Academic <strong>in</strong>stitutions should support a system-wide, well organised and<br />
susta<strong>in</strong>ed effort to develop a discipl<strong>in</strong>e of disaster studies that will<br />
lead to both more <strong>in</strong>formed action as well as more <strong>in</strong>formed actors.<br />
Better notions of capacity build<strong>in</strong>g<br />
5. Local civil society should develop ‘anti-poach<strong>in</strong>g standards’ for local<br />
staff that m<strong>in</strong>imise the negative impact on local human resource<br />
pools of the sudden arrival of <strong>in</strong>ternational NGOs, <strong>in</strong>clud<strong>in</strong>g considerations<br />
of secondments of foreign staff to local organisations,<br />
and direct fund<strong>in</strong>g.<br />
6. Some recent studies have suggested the need for a high level panel to<br />
oversee the <strong>in</strong>ternational humanitarian system’s progress for disaster<br />
response, globally but also <strong>in</strong> south Asia. Such a panel could consider<br />
the issues above, to seek greater consensus on issues and <strong>in</strong>form<br />
debates on priorities with national state authorities.<br />
