8.2 MEDIUM-TERM PROJECTS This section represents medium-term projects that should be considered for implementation in the five to ten year time frame of deployment. The medium-term projects will build on the ITS infrastructure developed in the first five years of deployment. During this time frame, the City of Oakland should transition from a leased WAN between the TMC and the MSY to a point-to-point fiber connection owned by the City. Also, the City will implement the remaining priority corridors on the central signal system and deploy more ITS devices in critical areas or on priority corridors where there is a benefit. The main corridors where projects will be deployed by the end of the medium-term time frame are shown in Figure 8.2. Medium-term projects are separated into communications system projects, signal system projects, arterial management system projects, traveler information system projects, transit management system projects, emergency management system projects and integration projects. 8.2.1 Communications System Projects • Convert from leased line WAN to City owned WAN between the TMC and MSY on Edgewater Drive. This WAN would be comprised of a new fiber connection from the MSY to the 911 Center at 8201 Edgewater Drive. From the 911 Center, it would utilize the existing (or upgraded) microwave communication to the PAB downtown. From there, two fibers of the existing 24-strand cable that runs between PAB and the TMC could be used to complete the connection to the TMC. This existing fiber optic cable could be upgraded to either a 96 or 144 fiber cable to accommodate any additional communication capacity required. • Interconnect the traffic signals and CCTV locations on the following priority corridors to the MSY via fiber optics: o Fruitvale Avenue o Bancroft Avenue o Foothill Boulevard o MacArthur Avenue – 35 th Avenue to Fruitvale Avenue • Interconnect the traffic signals and CCTV locations on the following priority corridors to the TMC via fiber optics: o Maritime Street o 7 th Street o MacArthur Avenue – San Pablo Avenue to Broadway o Remaining CBD intersections • Establish CDPD or other wireless connection from TMC to DMS, TBS and MVDS devices as necessary. • Begin to interconnect remote locations of traffic signal controller cabinets through wireless medium such as spread spectrum radio. 8.2.2 Signal System Projects • Replace all the NEMA TS1 controllers and some NEMA cabinets (as necessary) with new controllers and cabinets and implement them on the new central signal system on the following corridors: City of Oakland ITS Strategic Plan 101 September, 2003
