OF PAGES: 3MONROECOUNTYSHERIFF’SOFFICECHAPTER: AdministrativeTOPIC:Removal of Comfort Items and/or Property_____________________Sheriff of Monroe CountyPURPOSE:The purpose of this directive is to establishpolicy for the Monroe County Detention Facilitiesthat the Deputy shall notify the Shift Supervisorwhen comfort items or property are removedfrom an inmate’s possession because theinmate is altering or destroying those items orthose items are disrupting the normal dailyoperations of the facility.SCOPE:This directive applies to all certified deputies.PERSON RESPONSIBLE:Shift Supervisor.DEFINITIONS:Comfort items are identified as the following:LinenClothingStandard Meals (will be substituted with theinmate special management meal)Property is defined as the following:Canteen itemsBooks and MagazinesAny issued religious necklace or rosarybeadsAny issued hygiene items to include toiletpaper, cups, soap, toothpaste, etc.Paperwork, letters, pens, and pencilsAny other item issued or allowed by thefacilityPOLICY AND PROCEDURES:Removal of Linen, Clothing, and/or Property[FCAC 13.07]Linen, clothing, or property may be removedfrom an inmate's possession for any of thefollowing reasons:Suicide attempt(s)Suicidal behavior or tendenciesUsing the item to inflict injury to themselvesor othersBOC - 1:016 1:017 Date of Original: Jan 1994 21Previous Previous Revision Revision Date(s): Date(s): 9/15/99, 9/15/99 1/16/06, 4/30/10Dissemination Date: 5/11/12 Effective Date: 5/18/12:
Using the item to clog the toilet in an attemptto flood the cellWhen linen, clothing, or issued property isbeing altered or destroyedWhen personal property is being altered intosomething that would be consideredcontrabandWhen the item is being used to defeat anyalarm, security, or surveillance equipment.Removal of Standard Meals [FCAC15.08][ALDF-2A-59]Standard meals may be substituted with aninmate special management meal that meetsbasic nutritional requirements and is approvedby a physician or qualified health authority forthe following reasons:The inmate throws food, beverage, utensils,trays, or any substance using the food trayor utensilsThe serving tray and/or eating utensils arealtered or destroyedThe inmate uses food or food serviceequipment in a manner that is hazardous toself, staff, or other inmatesNOTE: Food will not be altered or withheldas a disciplinary measure or as a reward foran individual inmate. The specialmanagement meal will be served on anindividual basis due to health or safetyreasons only.Process for RemovalThe Dorm/Unit Deputy will assess the situationcompletely including opening a line ofcommunication with the inmate.NOTE: If the removal is warranted due tosuicidal attempt, behavior, or tendencies, theDorm/Unit Deputy shall contact the on-dutynurse to assess the situation.Surrendering ItemsIf surrendering of the item(s) is still warrantedafter having completely assessed the situation,the Dorm/Unit Deputy will order the inmate tosurrender the item(s).If the inmate refuses to surrender the item(s),the Dorm/Unit Deputy, with the help of otherdeputies, will physically remove the item(s)using the minimum amount of force required toobtain the item(s).Except for emergency situations, the Dorm/UnitDeputy should notify the Shift Supervisor prior tothe removal of item(s). In the event of anemergency situation, the Shift Supervisor shouldbe notified as soon as practical.If clothing and/or linen is taken from the inmate,it shall be substituted with a suicide smockand/or blanket that promotes inmate safety andprevents humiliation and degradation unlessthose items are used in a manner that wouldmeet the criteria for removal. [ALDF-4C-33]Documenting Removal of ItemsAn Incident Report, which will include the reasonfor removal of the item(s), will be submitted viathe chain-of-command to the OperationsCommander by all personnel involved by theend of his or her shift. [FCAC 13.07]Authority - Special Management Meal (first24 hours) [ALDF-2A-59]Only a Lieutenant or above can order the specialmanagement meal (loaf).The kitchen may be verbally notified to start thespecial management meal for a period of 24hours; however, a written memo shall be sent tothe kitchen as soon as possible with a copyforwarded to the Operations Commander andthe Corrections Accreditation Specialist.Special management meals will follow a twentyfour(24) hour period process.Only the Operations Commander or above canextend the special management meal beyond 24hours.
