FRAMEWORK FOR WISE USE121This consistency can be evaluated throughthe <strong>use</strong> <strong>of</strong> checklists. These checklists areintended to be taken in the context <strong>of</strong> thedocument as a whole. Each checklist only hasvalue as part <strong>of</strong> the framework illustrated inFigure 5/1. They are not intended to be takenout <strong>of</strong> context <strong>and</strong> should not be <strong>use</strong>d assimplistic ‘ticking boxes’. The checklists canbe <strong>use</strong>d to establish codes <strong>of</strong> conduct (§5.7).Agreed codes <strong>of</strong> conduct make it easier tojudge if a national or regional authority, or anenterprise, takes decisions in a mannerconsistent with the Framework.This Framework is intended to be consideredas a whole, <strong>and</strong> is illustrated in the followingdiagram (Figure 5/1). If a decision comesthrough the ‘decision in principle’ processwith a clear ‘yes’ then it can be examinedfurther under the elements <strong>of</strong> the‘implementation decision’ column.
