implemented the Additional Protocol to the Association Agreement and has not removed allobstacles to the free movement of goods, including restrictions on direct transport links withCyprus. It is urgent that Turkey fulfils its obligation of full non-discriminatoryimplementation of the Additional Protocol and makes progress towards normalisation ofbilateral relations with the Republic of Cyprus. The EU will continue to follow up and reviewprogress made on issues covered by the Declaration of 21 September 2005, in accordancewith the Council Conclusions, including the December 2006 and December 2009 conclusions.In the absence of progress, the Commission recommends that the EU maintains its measuresfrom 2006, which will have a continuous effect on overall progress in the negotiations.Turkey needs to step up efforts to solve open bilateral issues, including border disputes, withits neighbours. There is a renewed impetus to improve relations with Greece. A considerablenumber of formal complaints were made by Greece about continued violations of its airspaceby Turkey, including flights over Greek islands. Greece also made complaints aboutviolations of its territorial waters. The protocols on the normalisation of relations withArmenia signed in 2009 have not been ratified.……….5. CONCLUSIONS AND RECOMMENDATIONS……….14. Turkey has continued its political reform process, in particular through the reform of itsconstitution. Further results are needed regarding fundamental rights, the 'democraticopening' and the involvement of all stakeholders in the reform process. Assuringfreedom of expression in practice is particularly challenging. Accession negotiationsadvanced, albeit rather slowly. By advancing in the fulfilment of benchmarks and of therequirements specified in the Negotiating Framework, Turkey will be able to acceleratethe pace of negotiations.
