Further efforts arerequired to comply with the requirements of the multi-annual recovery plan for Eastern BFT.‘Fisheries’ is one of the eight chapters covered by the conclusions on Turkey adopted by theCouncil (General Affairs and External Relations) on 11 December 2006 and endorsed by theEuropean Council on 14/15 December 2006. As long as restrictions remain in place on thefree movement of goods carried by vessels and aircraft registered in Cyprus or whose last portof call was in Cyprus, Turkey will not be in a position to implement fully the acquis relatingto this chapter.ConclusionOverall, some progress has been made on resource and fleet management, inspection andcontrol and implementation of international agreements. Further progress needs to be made onlegislative alignment, administrative structures and market policy, structural action and stateaid.4.14. Chapter 14: Transport policySome progress has been made in the area of road transport. Turkey became a party to theEuropean Agreement on the international carriage of dangerous goods by road (ADR) on 22February <strong>2010</strong>. However, the institutional and technical capacity of the directorate general forland transport (DGLT) for implementing the ADR remains limited. 26 additional inspectionstations for the weight and dimensions of commercial vehicles were built in <strong>2010</strong>. In January<strong>2010</strong>, Turkey appointed the Ministry of Transport (MoT) as the national authority chargedwith establishing a digital tachograph system (DTS). The MoT has delegated its tasks to theUnion of Chambers of Commerce (TOBB) via a protocol. The implementing legistlationconcerning the use of tachograph devices on vehicles providing international transportservices entered into force on 21 May <strong>2010</strong> and first user card was issued in September <strong>2010</strong>.The regulation is in line with Council Regulation 3821/85/EEC and the European Agreementconcerning the work of crews of vehicles engaged in international road transport (AETR).On road transport, legislative alignment regarding driving and rest hours of drivers by theMinistry of Labour and Social Security is slow. Further work is required, especially in orderto align with the new legislative packages adopted by the European Union after 2007.Technical and human resources capacity is not on a par with the level of legislative alignment.Rail transport is the only transport sub-sector where no progress has so far taken place.Preparedness in this sector remains at a very early stage.There is no inland waterway transport in Turkey.Good progress can be reported in the area of air transport. An EU-Turkey horizontalaviation agreement, which will constitute a new legal basis for relations in the aviation field, isat a final stage. Turkey has declared its willingness to be integrated in the aviationarchitecture that will emerge from the single european sky initiative. Preparations to draw upa pre-accession strategy for the aviation sector are at an early stage. The directorate-generalfor civil aviation (DGCA) has improved the technical capacity of its human resources throughan active training policy which calls for systematisation of curricula and better trainingfacilities.EN 62 EN
