As long as restrictionsremain in place on the free movement of goods carried by vessels and aircraft registered inCyprus or whose last port of call was in Cyprus, Turkey will not be in a position to implementfully the acquis relating to this chapter.ConclusionThere has been limited progress towards alignment with the acquis. Agricultural supportpolicies showed only minor transition towards the CAP, following the significant divergenttrend reported in recent years. Initial steps have been taken for the development of anintegrated administration and control system. However, the failure to fully remove unjustifiedtechnical barriers to trade in bovine products and the continued delays in the accreditation ofthe structures to use the Instrument for Pre-accession Assistance for Rural Developmentrepresent significant shortcomings. Similarly, further progress is required on agriculturalstatistics, the farm accountancy data network, quality policy and organic farming.4.12. Chapter 12: Food safety, veterinary and phytosanitary policySubstantial progress has been made towards transposition and implementation of the foodsafety acquis. The Framework Law on veterinary services, plant health, food and feed hasbeen adopted. Turkey also prepared a detailed strategy for the transposition, implementationand enforcement of the acquis.In the area of veterinary policy, some progress was observed towards transposition andimplementation of the acquis. Legislative alignment in the area of import control systems isstill incomplete. Construction of three land and two seaport border inspection posts (BIPs) hasbeen completed, but they are not yet fully functioning. Problems in directing consignmentsfrom Ataturk Airport to Sabiha Gokcen Airport remain unresolved and the BIP at SabihaGokcen Airport in Istanbul is still not fully functional.Turkey pursued efforts to bring the system for identification and registration of bovines andtheir movements fully into line with the acquis. The system has been strengthened to allow aneffective cross-checking system with off and on movement notifications. The administrativecapacity of the Ministry of Agriculture and Rural Affairs (MARA) has been improvedthrough information and training activities for staff and stakeholders. Implementation ofidentification and registration of ovine and caprine animals has started across the wholecountry. Implementation of systems for identification and registration of animals constitutes akey element for the accession negotiations in this chapter. Turkey has made no progress asregards control of commercial movements of pet animals.Turkey’s efforts in the area of combating animal diseases have continued, with foot andmouth disease (FMD) still being the main focus. However, the FMD contingency plan has notyet been adopted and the regulation on the control of FMD has not entered into force.Turkey’s intensive FMD vaccination programme accompanied by strict animal movementmeasures between Thrace and Anatolia has been implemented. Nevertheless, the number ofFMD outbreaks has increased substantially in Anatolia. Thrace has been recognised by theWorld Organisation for Animal Health (OIE) as FMD-free with vaccination. The regulationconcerning the control of rabies has not yet entered into force. No avian influenza outbreaksoccurred in the reporting period and MARA continued implementing awareness campaignsand simulation exercises. Turkey made no progress as regards transmissible spongiformencephalopathy (TSE). Timely notification of animal diseases by Turkey has continued underEN 59 EN
