poverty remains to be established. The administrative capacity for effective implementation ofthe acquis in the field of social policy and employment needs to be strengthened.4.20. Chapter 20: Enterprise and industrial policyTurkey made further progress with regard to enterprise and industrial policy principles.Turkey finalised a revised draft industrial strategy document and action plan covering theperiod <strong>2010</strong>-2013, which now is awaiting adoption.The Coordination Council for improvement of the investment environment (YOIKK) adoptedan action plan for <strong>2010</strong>. Efforts are continuing to systematically monitor and evaluatestrategies and action plans that have been adopted, through e.g. the quarterly reports issued onthe YOIKK action plans and the assessment of the SME strategy and action plan. A mediumtermeconomic programme was announced for <strong>2010</strong>-2012 covering areas related to industrialpolicy. . A new evaluation board for the export-oriented production strategy was establishedon 12 March <strong>2010</strong>, bringing together the ministries, related public organisations and theprivate sector. Turkey has joined the Small Business Act implementation process togetherwith the Western Balkan countries.Some progress was made with respect to enterprise and industrial policy instruments. Newloan programmes including a credit guarantee scheme were extended by the Small andMedium-sized Industry Development Organisation (KOSGEB) following the adoption of newpieces of legislation on the management of KOSGEB funds, in particular on sectoral andregional priorities. KOSGEB signed a protocol with the Development Agencies and the StatePlanning Organisation in order to establish joint support programmes for SMEs. Businessincubation centres were established in five regions. Most of the activities scheduled under theSME action plan have been completed. R&D spending continued to increase while the shareof the private sector greatly surpassed that of the public sector. The participation of Turkey inthe EU Entrepreneurship and Innovation programme, and in particular in the EnterpriseEurope Network, is a positive development. No progress can be noted towards completingalignment with EU Directive 2000/35 on combating late payments in commercialtransactions.Some progress has been made in sector policies. The Ministry of Industry and Trade prepareda strategy and action plan on tradesmen and craftsmen including measures such as improvingaccess to finance, support for clustering, entrepreneurship, innovation and universitycooperation. Roadmaps were prepared for the chemicals, iron and steel and automotivesectors. No further developments can be reported in the national restructuring programme forthe Turkish steel industry following the revision made last year. Formal verification of thesteel industry restructuring programme by the state aid monitoring authority is called for oncethat authority is established.ConclusionTurkey has made further progress in this chapter, in terms of finalisation of the industrialstrategy and action plan covering the period <strong>2010</strong>-2013, wider availability of enterprise andindustrial policy instruments and adoption of sectoral strategies and roadmaps. Some limitedimprovements can be reported in the business environment and in terms of continuedmonitoring and evaluation efforts. Overall, Turkey maintains a sufficient level of alignmentwith the acquis in the field of enterprise and industrial policy.EN 72 EN
