Crime & Criminals Tracking Network and Systems ProjectNagaland PoliceF. Telecommunication WingThe Police Telecommunication (Wireless) wing in the state has its headquarters located inKohima. The objective of this wing is to provide independent communication system for all theagencies from the top to bottom of police department. Communication network consists of Morsecode communication (HF Band), voice and data communication (VHF Band) and satellitecommunication network. These are functions which are performed by this wing.• It assists in passing important information and messages from one Police department toother. In other words we can say that it acts as a media which is accessible to all thepolice departments.• Information’s are passed in both vocal and written form. Only text messages are loggedand registered.• It is also involved in the maintenance of communication equipments of the policedepartment.• Every district is allocated with different channel which will help them to communicatewithin the district. When the information has to be sent from one district to other, only SPof the district is the Point of Contact for each district and the information will becommunicated only by SP of the district.• The wing maintains the operator log registering the sent messages using a NR unique IDand prepares the monthly traffic report.G. SecurityThis wing performs following functions;• Concerned mainly with providing security to visiting VIPs, and Maintaining Bomb disposalcell.• If there is any life threat to any civilian, he can contact the police department to providehim the security. If Security branch receives any kind of request, it guides the districtpolice to assess the threat situation and provide the security.• Bomb Disposal is again very important function of the security branch. If there is anysuspicion or detection of Bombs, the special branch is alerted to send the bomb disposalsquad at the bomb site. In the mean time, the traffic control is contacted to clear out thetraffic around the site. The bomb is to be diffused by the squad.H. Narcotic CellThese are the functions of the Narcotic cell:• This wing focuses on illegal transfer of drugs/ narcotics according to Drugs andCosmetics Act,1940 and Narcotics Drugs Psychotic Substances Act, 1985• At the time of special events like festivals etc, a team will be performing the inspection forthe drugs.• The Narcotic cell will be prepares report every monthly achievement report and sends itto Narcotic Control Bureau(NCB), MHA.I. Police StationsPolice Station is the basic unit of the law and order enforcement infrastructure of the PoliceDepartment at field level. Key areas of the Police Station functioning are preservation of peace,prevention of crime, investigation of crime and guidance on law points, rules and procedures. Thefunctions of police station are as follows:• Crime Investigation: Police officers at police station levels register complaints(Cognizable and Non-Cognizable), perform investigations and prepare final reports forfurther prosecution• Prevention of Crime and Law & order maintenance: Preventive arrests duringsensitive times like elections etc., Weekly monitoring of BCA / BCB (Bad Characters ofthe area), Questioning of suspicious visitors, Maintain Regular Patrolling, Arrangeawareness campaigns, Collection of secret information about crime/criminals• Traffic regulation/management: Maintenance of smooth running of traffic, Issuance ofchallans, Checking Licenses / RC etc.• Security Verifications: Investigation of citizens for ILP, RFP, Passport, Service, Military,etc.• License Verifications: Investigation for issuance of various licenses such as Arms,Petrol Pump, and Liquor etc.Volume I Request for Proposal for Selection of System Integrator Page 20 of 193
Crime & Criminals Tracking Network and Systems ProjectNagaland Police• Handling Complaints and Public Grievances: Registering FIRs in case the complaintsare adjudged as office, arrange for compromise between parties, redressing publicgrievances• Maintaining Crime and Criminal Data: Various registers in the Police stations aremaintained for recording details of Crime and data on criminals which are essentiallyreferred during investigationsoffice, etc. with respect to crime and criminal related activities in their area4.3 Existing Legacy SystemsThe detailed information pertaining to the existing systems has been provided as Annexure IX to thisRFP.4.4 Infrastructure in Nagaland State Data CentreNagaland State Data Centre is in the advanced state of implementation and is expected to be up byMay, 2011. The list of hardware to be leveraged has been indicated in Section 5.4.7 and bidder to dodetail assessment before submitting their proposal.4.5 Existing WAN InfrastructureThe information pertaining to the existing WAN infrastructure and the SWAN utilization for providingconnectivity to police locations has been provided as Annexure VII to this RFP.4.6 Existing Client Site InfrastructureThe detailed information pertaining to the existing client site infrastructure procured for CIPA hasbeen provided as Annexure VIII to this RFP.4.7 Existing Capacity Building InfrastructureNagaland Police has various training centers across the state and the SI can use these centers forCCTNS trainings. The detailed information pertaining to the existing capacity building infrastructurehas been provided in Annexure VIII to this RFP4.8 Core Application SoftwareThe CCTNS application software will contain a “core” for the States/ UTs that is common across all 35States and UTs. The CCTNS Core Application Software (henceforth referred to as CAS) will bedeveloped at NCRB premises and provided to States and UTs for deployment. Each State/UT wouldcustomize the CAS according to their unique requirements and thereafter commission the same.States and UTs also have an option to develop and deploy additional applications over and above thecustomized CAS. The choice of such applications lies exclusively with the State/UT. The list ofadditional applications and CAS extensions/ customization requirements are mentioned in theFunctional Requirement Specifications, attached as Annexure IV to this RFP.The Core application Software (CAS) is expected to be ready by October 2011.This section provides the details of the CAS (State) and CAS (Center) that will be developed by theSoftware Development Agency at the Center. The details provided in subsequent sections (4.10 and4.11) should be read in conjunction with the RFP and the associated addendums issued by NCRB forthe selection of the Software Development Agency for the Design, Development and Management ofCCTNS Core Application Software (CAS).Volume I Request for Proposal for Selection of System Integrator Page 21 of 193
