<strong>Crime</strong> & Criminals Tracking Network and Systems ProjectNagaland Police6.2.4 Integration and Interfacing Requirements<strong>CCTNS</strong> is deployed on a centralized architecture wherein various offices of Police Departmentconnect to the system through SWAN and BSNL from State Data Centre.The interfaces to be developed within CAS (State) should provide proper information and data sharingwith external agencies, but not limiting to, Transport Authority, Jails, Courts, Hospitals, Mobile ServiceProviders, etc. External Interfacing shall also be State Common Service Centres (CSC), eformsapplications (project in progress) (of State portals and Service Delivery Gateway), State Universities,Cyber Cafes of the State, Hotels of the State and other external government departments etc. tofacilitate electronic exchange of information. System Integrator would be required to study theinterfacing requirements with CAS (Centre), external agencies and other state departments forseamless integration and information exchange, as part of Detailed System Study.It is necessary for the System Integrator to conduct a detailed study for deriving the Integration andInterfacing requirements of CAS (State). At the outset, System Integrator would also be required tostudy the <strong>National</strong> Level initiatives or projects for interfacing and integration requirements with CAS(State), such as but not limiting to, initiatives by Department of IT, GoI, Ministry of External Affairs,GoI, AFIS project, LIMS project, Age progression, Mobile Number Portability, etc.<strong>National</strong> Service Delivery Gateway (NSDG)/ State Service Delivery Gateway (SSDG): TheSystem Integrator at the state level shall register as a Service Provider with the NSDG or SSDGs onbehalf of the respective State Government and provide <strong>CCTNS</strong> based services. Initially ifNSDG/SSDG services are not available the <strong>CCTNS</strong> application shall access services through theexisting broadband networks and SDA shall develop APIs for the required departments during CASdevelopment to enable interoperability and interconnectivity for its eventual integration withNSDG/SSDG. C-DAC as Gateway Service Provider of NSDG/SSDG shall provideconnectors/Adapters and guidelines for hosting services through NSDG/SSDG after the <strong>SI</strong> register asa Service Provider on behalf of the State/UT Governments.Indicative types of data/ information exchange with external agency, with which interfacing of <strong>CCTNS</strong>solution will be required are as follows:S. State Government Hospitals (Medico Legal Reports, Post Mortem Reports and otherrequests)6. Mobile Service Providers (Data associated with the mobile subscribers)7. Project planning and managementb. System study and Designc. Configuration Customization and Extension (New Modules) of CAS (State) andIntegration with CAS (Center) and External Agencies(Note: CAS (State) will be developed in two distinct technology stacks by the SDA at theCenter. The <strong>SI</strong> is expected to bid with one of the technology stacks in the response to this<strong>RFP</strong>)d. Procurement, Deployment and Commissioning of IT infrastructure at the Data Center and DisasterRecovery Center including the necessary networking components.(Note: <strong>SI</strong> shall procure all the necessary underlying solution components required to deploy theCAS (State) solution for Nagaland)e. Data migration and Digitization of Historical Dataf. Migration of CIPA and CCIS Police Stations / Higher Offices to <strong>CCTNS</strong>g. Site preparation at the Client site locations (Police Stations, Range offices, Zones, SCRB, SDPOs,District HQ, and State HQ)h. Procurement, Deployment and Commissioning of IT Infrastructure at Client site locations (PoliceStations, Range offices, SCRB, SDPOs, District HQ, and State HQ)i. Network and Connectivity for Police Stations, Higher Offices, Training Centers (DTC/RTC/PTC/PoliceAcademy) for <strong>CCTNS</strong> projectj. Capacity building and Change Managementk. Handholding Support for end usersl. Requirement and adherence to Standardsm. Support to 3 rd party/ User acceptance testing, audit and certificationIn implementing the above, the <strong>SI</strong> shall strictly adhere to the standards set by the MHA, NCRB, and the Statewith respect to implementing this project. The project will be managed out of the Nagaland Police HQ,Kohima.Note: At all points in the execution of the project, key senior resources including the project manager must bebased at Nagaland Police HQ. Bidder to provide details of the proposed team and Governance structure dulyin line with the evaluation criteria provided in <strong>RFP</strong> <strong>Volume</strong> II and applicable SLAs as per Annexure II. It isimportant to note that requirement with respect to proposed team and governance structure should beadhered at all times during the execution of Project.6.3.1 Project Planning & ManagementThis project is a geographically spread initiative involving multiple stakeholders. Its implementation is complexand though its ultimate success depends on all the stakeholders; the role of <strong>SI</strong> is very critical and hence <strong>SI</strong> isrequired to design and implement a comprehensive and effective project planning and managementmethodology together with efficient & reliable tools.
