Intra DepartmentalCommunication SystemThis would smoothen intra departmental communicationand would go a long way in improving the service levels.Selected System integrator will also be responsible for integrating the additional developed moduleswith CAS (State) and would also be providing the integration interfaces as mentioned in the section5.2.3 “State Specific Requirements” of this <strong>RFP</strong>.6.2.2 Architectural Requirements 5<strong>National</strong> <strong>Crime</strong> Record Bureau, Ministry of Home Affairs, Government of India is the driving groupbehind the development of Core Application Software at the Central level, therefore Architecture havebeen identified at that very level. However, a detailed TO BE state for the ICT Hardware andarchitecture has been defined for Nagaland Police with focus on how the solution will enable theNagaland Police to provide a consolidated suite of applications that can seamlessly interface withexternal sources such as other States, Centre, and other external agencies.<strong>CCTNS</strong> is deployed on a centralized architecture wherein application would be deployed at the StateData Centre at Kohima and various offices of Police Department will connect to the system throughWAN. The overall technology solution would be based upon most relevant and suitable architecturestandards including standards for Service Oriented Architecture (SOA), XML services & necessaryprotocols for internet applications, Data Centre standards etc.A brief understanding of the Proposed Deployment Architecture, Solution Architecture, TechnicalArchitecture and Application Architecture is provided below:Deployment ArchitectureThe proposed overall solution framework for the Department is presented in this section depicting theoverall ‘Big Picture’ of the key target areas of IT initiatives and their inter-relationships. This blue printwould be used as a communication tool that provides a snapshot of the overall goal/ direction to betaken up for implementation of <strong>CCTNS</strong> project to which all the stakeholders could relate to, withoutgetting into the complex details of the internal workings of each of these initiatives. All the modulesdepicted in the overall solution framework and explained in detail as part of the FunctionalRequirement Specification – provides the overall goal of the Department, including the adoption ofcore applications modelled under the <strong>CCTNS</strong> scheme.It is required that all the additional modules to be developed by <strong>SI</strong> should be complying to DIT, GoIstandards and guidelines for open standards. This would enable ease of interoperability and also besignificantly more economical for the Nagaland Police. It is recommended that <strong>SI</strong> will opt for ServiceOriented Architecture (SOA) for implementing <strong>CCTNS</strong> application modules 6 .The <strong>SI</strong> shall choose the technology such that:It can help businesses (Police functions) respond more quickly and cost-effectively tochanging market conditions.It shall promote reuse at the macro (service) level rather than micro (classes) level. It can alsosimplify interconnection to - and usage of - existing IT (legacy) assets.It shall also support the principles of good design: Granularity, interoperability modularity.The issues related to performance, manageability, and scalability shall be well addressed andsystem shall provide a more manageable system and less contention for resources.5 This is an indicative Solution & Technology Architecture. <strong>SI</strong> will carry out detailed study to develop the exactSolution & Technology Architecture for Nagaland <strong>CCTNS</strong> solution considering NCRB guidelines.6 <strong>CCTNS</strong> application modules or <strong>CCTNS</strong> suite would mean customized CAS (State), additionally developedmodules, integrated modules, interfaces, web portal, other application modules under scope of this project.<strong>Volume</strong> I Request for Proposal for Selection of System Integrator Page 39 of 193
