<strong>Crime</strong> & Criminals Tracking Network and Systems ProjectNagaland Police• Issue LogsThe <strong>SI</strong> shall submit a list of deliverables that they would submit based on the methodology they propose.The <strong>SI</strong> shall prepare the formats/templates for each of the deliverables upfront based upon industrystandards and the same will be approved by State prior to its use for deliverables.All project documents are to be kept up-to-date during the course of the project.The <strong>SI</strong> shall maintain a log of the internal review of all the deliverables submitted. The logs shall besubmitted to State Nodal Officer on request.All project documentation shall conform to the highest standards of software engineering documentation.Procure, Commission and maintain Project Management, Configuration Management and IssueTracker Tools at State Police HQProject Management Tool: The <strong>SI</strong> shall keep the project plan and all related artifacts up-to-date during thecourse of the project. In order to help with the project management, the <strong>SI</strong> shall use a suitable standard,proven off-the-shelf project management tool (with perpetual and unrestricted redistribution licenses). The <strong>SI</strong>shall install the project management software at Nagaland premises right at the beginning of the project. Thetool shall provide the dashboard view of the progress on project milestones by the Nodal Officer, SPMU andother Supervisory Officers of <strong>CCTNS</strong>.Configuration Management Tool: The <strong>SI</strong> shall keep all project documents up-to-date during the course ofthe project. In order to help with the version/configuration management for all documents (including sourcecode and all other project artefacts), the <strong>SI</strong> shall use a suitable standard, proven off-the-shelf configurationmanagement tool (with perpetual and unrestricted redistribution licenses). The <strong>SI</strong> shall install the configurationmanagement software at Nagaland Police’s /SCRB’s premises right at the beginning of the project.Issue Tracker: The <strong>SI</strong> shall employ a suitable and proven off-the shelf tool for tracking issues (with perpetualand unrestricted redistribution licenses) through the execution of the project. The <strong>SI</strong> shall install the IssueTracking System at Nagaland Police’s /SCRB Premises to enable State’s users to access and use the same.The <strong>SI</strong> shall commission and manage the required infrastructure (software, servers) for Project ManagementTool, Configuration Management Tool and Issue Tracker tool and maintain the same throughout the durationof the project.The <strong>SI</strong> would setup an online repository on PMIS / Configuration Management Tool for providingcentralized access to all project documents including manuals and other materials. The online repositorywould be maintained by the <strong>SI</strong> throughout the engagement period. The <strong>SI</strong> should ensure that the repository isbuilt on appropriate security features such as role- and necessity-based access to documents.6.3.2 System study and designIn terms of functionality, CAS would cover those police functions that are central to the goals of the<strong>CCTNS</strong> project and are common across States. This includes core functions in the areas of Complaints/Case Management, Police Station Efficiency and Analysis & Reporting. It is estimated that of the possiblepolice functions that could potentially be part of the <strong>CCTNS</strong> application at the State level, the functionalitycovered by CAS is a relatively small part. Therefore, CAS is being developed as a product-like applicationthat could be centrally managed and at the same time customized to meet the unique requirements of theState and deployed in all States. <strong>SI</strong> would be responsible for customization of CAS (State) as provided inthe Annexure IV.<strong>Volume</strong> I Request for Proposal for Selection of System Integrator Page 50 of 193
