It is imperative for System Integrator to understand two basic aspects of thisproject, i.e. CCTNS Solution as provided by Centre and secondly the specific requirements of theNagaland State, for the success of this project. An indicative list of specific requirements is detailedbelow; however, final specific requirements would emerge from the Detailed System Study to beconducted by System Integrator as also indicated in section 5.3.Application Specific Requirements1. Key Customization Requirements 8 :The functional requirement specifications of each of the modules mentioned above in the functionalscope have been defined in the attached Annexure IV. The functionalities which are coming throughthe original application has not been tampered and the customization requirements is primarily to befocused on to the configuration that is required in terms of the department’sorganizational/hierarchical structure, roles and rights of police personnels at various levels, reportsand registers that are maintained at the different levels of the organization covering police stationsand higher offices, etc.In addition to the configuration requirements, some enhancements are done into the existing modulesas required by the state. The details of the enhancements are provided in the functional requirementspecifications as given in the annexure. The enhancements are important to the state for speedyreactions to critical situations and improving the citizen centric services. Some of the indicativeenhancements are such asThe rate of infiltration has always been very high in the state as the state of Nagaland is borderedby Myanmar on the one side and Assam on the other. So to restrict the illegal entry of theforeigners keeping a track of the foreigner’s movement in and out of the country is very importantfrom the state’s perspective. It is also required to maintain the registration and permit details of allthe foreigners who visit the state and also to allow the foreigner to apply for RC/RP through thecitizen service portal.Citizens have restricted access to the higher officers if they want to raise their grievances againstany harassment caused by junior level policemen. To improve the citizen’s satisfaction and faithtowards the state police, it is thus a necessity to include the citizen’s grievance module into thesystem. Provisions have been kept for the police officers as well where they can raise theirgrievances against an officer of higher rank.Apart from the regular police services, citizen should be able to take the benefits of RTI servicesthrough the portal.The system should allow to search from databases of other departments for speedy actions. E.g.RTO where lots of time and effort is wasted in obtaining vehicle and owner’s information.External agencies should be able to request for verifications of their employees through a Loginaccount where they can access the verification report/status for various verifications requestedfor.These are some of the indicative enhancements which are required.
