Crime & Criminals Tracking Network and Systems ProjectNagaland Police(e) Provide a user friendly interface for administrative tasks of the application. Only Authorizeduser(s) should be able to “Modify/ Delete” data 9 from the system. Such an authorization would beprovided by Director General of Police only, and shall remain undisclosed. “Deletion of the databy authorized user may or may not have audit trails. Crime and Criminal data captured thoughvarious IIFs shall not be permitted to be deleted by any other user who is not authorized. All otherdata as per the requirement of the Nagaland Police shall be configured to get deleted byauthorized users. However it is required to have a provision of preserving the specific datarequired by Police officials (SHO and above ranks only).(f) Provision for Police officers to login into the system remotely from any location via a secureprivate network. Initially this facility would be available for Officers above the rank of ASI but laterit would be provided to all the Police Officers. There should be a mechanism to especially includePolice Officer(s) of any rank under this facility on the approval and discretion of project NodalOfficer.(g) Implement all necessary access security and data validation controls during the customization/development of the CAS solution(h) Preparation of necessary User and Trouble Shooting manuals for the Solution.(i) Finally, Integration of all modules for seamless sharing of data across all users (internal andexternal)At each of the above phases, the SI would have the deliverables (including documentation) reviewed andapproved by the Nagaland Police or its nominated agencies/ representatives on the advice of StateMission Team /SPMU. State Police headquarters/Nodal officer will sign off on the deliverables; only thenshould the vendor commence with the next phase. Software modifications / development will beconsidered completed only after formal acceptance provided by Nagaland Police.Configuration of CAS (State):The SI shall configure CAS (State) to the requirements of the Nagaland Police that include but not belimited to:1. Developing Local Language Interfaces (on the lines of CIPA) and Support2. Configuring users3. Configuring Police Stations / Higher Offices4. Configuration of the User Interfaces as required by the Nagaland PoliceThe collection of the data required for the configuration of the CAS (State) shall be the responsibility ofthe SI. SPMC in coordination with the Nagaland Police shall validate the data collected by SI as part ofstudy under this RFP.6.3.3.4 Integration of CAS (State) with CAS (Centre) and External AgenciesThe System Integrator would be required to carry out comprehensive application integration for CCTNSsolution including CAS (State) and additional developed/ deployed modules with CAS (Centre) and theapplications of External Agencies. Integration requirements are also mentioned in the section 6.2.4.9 Data regarding crime and criminal captured though IIFs shall not be permitted for deletion by any user.Volume I Request for Proposal for Selection of System Integrator Page 54 of 193
Crime & Criminals Tracking Network and Systems ProjectNagaland Police6.3.3.5 Development of ReportsAs part of CAS configuration, customization, extension and integration, the System Integrator would alsobe responsible for facilitating reports 10 from CAS. The SI would be required to provide / facilitatecentralized MIS reports to meet the reporting requirements of the Nagaland Police6.3.3.6 Testing of the configured solution (CAS) and additional functionalitiesCreation of Test PlansOnce the SRS is approved and design is started, the SI would prepare all necessary Test Plans (includingtest cases), i.e., plans for Unit Testing, Integration and System Testing and User Acceptance Testing. Testcases for UAT would be developed in collaboration with domain experts identified at stateheadquarters. The Test Plans also include planning for the testing any integration with 3rd party COTSsolutions, CAS (Center), any external agencies. The Test Plans should also specify any assistance requiredfrom State and should be followed upon by the SI.The SI should have the Test Plans reviewed and approved by the State Mission Team/SPMU/ EmpoweredCommittee. The State headquarters will sign off on the test plans on the advice of State MissionTeam/SPMU.Application Development and Unit TestingThe SI would develop the application in accordance with the approved requirements specifications anddesign specifications and according to the approved Project Plan; and carry out the Unit Testing of theentire CCTNS suite in accordance with the approved test plans and test cases. It is important to mentionthat SI will be required to conduct all the tests approved by Nagaland Police initially during Pilot Phaseand finally during the complete rollout of CCTNS integrated solution. The SI shall consider the locallanguage support and prepare necessary configuration files for both CAS and additionalfunctionalities/modules developed as part of implementing CCTNS in Nagaland Police.The SI would also implement the changes 11 proposed in the Change/Reference document to CoreApplication Software and carry out a thorough regression testing includes running some of the previouslyexecuted scripts for the functionality from the traceability matrix provided by NCRB/State.The SI shall also develop a Data Migration Utility/application for the additional functionalities with all theformats and tools to load the data into the state databases. This will migrate data from legacy/paperbased systems of the new modules to the CAS databases.The user acceptance testing and fine-tuning of the application would be at State Police Headquarterspremises. Also, the key senior resources would continue to be based onsite at State Police Headquarterpremises.10 Reports to be generated by CAS (State) are provided as part of the FRS released in RFP for selection of SDA atCentre. Bidders are requested to refer the same.11 SI shall implement all the suggestions/ changes proposed by Nagaland Police without considering it as part of theChange Control till the completion of the Handholding support by SI.Volume I Request for Proposal for Selection of System Integrator Page 55 of 193
