<strong>Crime</strong> & Criminals Tracking Network and Systems ProjectNagaland Police(e) Provide a user friendly interface for administrative tasks of the application. Only Authorizeduser(s) should be able to “Modify/ Delete” data 9 from the system. Such an authorization would beprovided by Director General of Police only, and shall remain undisclosed. “Deletion of the databy authorized user may or may not have audit trails. <strong>Crime</strong> and Criminal data captured thoughvarious IIFs shall not be permitted to be deleted by any other user who is not authorized. All otherdata as per the requirement of the Nagaland Police shall be configured to get deleted byauthorized users. However it is required to have a provision of preserving the specific datarequired by Police officials (SHO and above ranks only).(f) Provision for Police officers to login into the system remotely from any location via a secureprivate network. Initially this facility would be available for Officers above the rank of A<strong>SI</strong> but laterit would be provided to all the Police Officers. There should be a mechanism to especially includePolice Officer(s) of any rank under this facility on the approval and discretion of project NodalOfficer.(g) Implement all necessary access security and data validation controls during the customization/development of the CAS solution(h) Preparation of necessary User and Trouble Shooting manuals for the Solution.(i) Finally, Integration of all modules for seamless sharing of data across all users (internal andexternal)At each of the above phases, the <strong>SI</strong> would have the deliverables (including documentation) reviewed andapproved by the Nagaland Police or its nominated agencies/ representatives on the advice of StateMission Team /SPMU. State Police headquarters/Nodal officer will sign off on the deliverables; only thenshould the vendor commence with the next phase. Software modifications / development will beconsidered completed only after formal acceptance provided by Nagaland Police.Configuration of CAS (State):The <strong>SI</strong> shall configure CAS (State) to the requirements of the Nagaland Police that include but not belimited to:1. Developing Local Language Interfaces (on the lines of CIPA) and Support2. Configuring users3. Configuring Police Stations / Higher Offices4. Configuration of the User Interfaces as required by the Nagaland PoliceThe collection of the data required for the configuration of the CAS (State) shall be the responsibility ofthe <strong>SI</strong>. SPMC in coordination with the Nagaland Police shall validate the data collected by <strong>SI</strong> as part ofstudy under this <strong>RFP</strong>.6.3.3.4 Integration of CAS (State) with CAS (Centre) and External AgenciesThe System Integrator would be required to carry out comprehensive application integration for <strong>CCTNS</strong>solution including CAS (State) and additional developed/ deployed modules with CAS (Centre) and theapplications of External Agencies. Integration requirements are also mentioned in the section 6.2.4.9 Data regarding crime and criminal captured though IIFs shall not be permitted for deletion by any user.<strong>Volume</strong> I Request for Proposal for Selection of System Integrator Page 54 of 193
