<strong>Crime</strong> & Criminals Tracking Network and Systems ProjectNagaland Policewith the start of the project, however, project management exercise would commence at the start of theproject and shall continue till the currency of the project by selected <strong>SI</strong>.To have an effective project management system in place, it is necessary for the <strong>SI</strong> to use a ProjectManagement Information System (PMIS). The <strong>SI</strong> shall address at the minimum the following using PMIS:a. Create an organized set of activities for the projectb. Coordinate and collaborate with various stakeholders including the police department, SPMC,SPMU, CPMU, NCRB, SDA, BSNL and the SDC operator.c. Establish and measure resource assignments and responsibilitiesd. Construct a project plan schedule including milestonese. Measure project deadlines, budget figures, and performance objectivesf. Communicate the project plan to stakeholders with meaningful reportsg. Provide facility for detecting problems and inconsistencies in the planh. During the project implementation the <strong>SI</strong> shall report on following items:(i)(ii)(iii)(iv)(v)(vi)Results accomplished during the period;Cumulative deviations to date from schedule of progress on milestones as specified inthis <strong>RFP</strong> read with the agreed and finalized Project Plan;Corrective actions to be taken to return to planned schedule of progress;Proposed revision to planned schedule provided such revision is necessitated by reasonsbeyond the control of the <strong>SI</strong>;Other issues and outstanding problems, and actions proposed to be taken;Interventions which the <strong>SI</strong> expects to be made by the Project Director and / or actions tobe taken by the Project Director before the next reporting periodi. Progress reports on a fortnightly basisj. Interventions which the <strong>SI</strong> expects to be made by the Nagaland Police and/or actions to be takenby the Nagaland Police before the next reporting period;k. Project quality assurance reportsl. Change control mechanismm. As part of the project management activities, the <strong>SI</strong> shall also undertake:i. Issue Management to identify and track the issues that need attention and resolutionfrom the State.ii. Scope Management to manage the scope and changes through a formal managementand approval processiii. Risk Management to identify and manage the risks that can hinder the project progressThe Project plan prepared by the <strong>SI</strong> at the initial stage of the project would be reviewed by the GovernanceStructure (please refer to Annexure III on details on Governance Structure in the State) in the State andapproved by the Apex / Empowered Committee on the advice of the State Mission Team and SPMC/ SPMU.The <strong>SI</strong> would update and maintain the Project Plan throughout the duration of the engagement.
