HOUSING COSTSHousing affordability considers the ability of the population, based on income, housing costs, andhousing value, to pay for living costs and meet other basic needs. A mix of housing types, sizes, values, and tenure will ensure housing opportunities for the entire population. Without such a mix, residentsmay be forced to find housing elsewhere or settle for housing that does not meet their needs.Summerville needs to recognize and strive for housing diversity within the Planning Area as a tool forproviding appropriate housing for its residents.Goal: Encourage opportunities for quality, affordable housing for all residents of the SummervillePlanning AreaSTRATEGY PARTNERS IMPLEMENTATIONTOOLS FUNDING PRIORITY TIMEFRAMEAllow accessory units in all areas ofthe Summerville Planning Area as anoption for providing affordablehousing for residents and workers.PlanningCommission,Town Staff,Town CouncilZoningOrdinance,GeneralFundHighOn‐goingInvestigate the need for nonmonetaryincentives andopportunities for supplying affordableand/or workforce housing within thePlanning Area.PlanningCommission,Town Council,Town Staff,LowcountryHousing TrustComprehensivePlanGeneralFund,GrantsLowLong‐termReview and revise, where necessary, land use and development regulationsin order to limit obstacles to housingproduction and opportunities for lowto moderate‐income individuals.PlanningCommission,Town Staff,Town Council,State, andLowcountryHousing TrustZoningOrdinanceGeneralFundLowLong‐termHousing Element Page 21
