US Highway 78 (Fifth Street North):Two alternative scenarios were analyzed for US Highway 78 (Fifth Street North). The first scenarioidentified in Figure 2.11 models scheduled upgrades of Fifth Street North from two to four lanes with aplanted median and on‐street parking between Huff Street and Cedar Street.
