InfrastructureWater and Sewer ServicesThe <strong>Summerville</strong> Commissioners <strong>of</strong> Public Works (CPW), based on Richardson Avenue, is the provider <strong>of</strong>water and sewer utility services to most properties in the <strong>Summerville</strong> <strong>Planning</strong> <strong>Area</strong>. The <strong>Summerville</strong>CPW funds sixty‐six full time employees and four part time staff members. The operational and capitalbudget exceeds $18 million and the replacement value <strong>of</strong> water and wastewater facilities exceeds $175million. Revenue for the operation <strong>of</strong> <strong>Summerville</strong>’s CPW is generated by the fees and charges for waterand sewer services. <strong>Summerville</strong> CPW does not receive any tax revenue for its operations. Other sections<strong>of</strong> the <strong>Planning</strong> <strong>Area</strong> are served by a variety <strong>of</strong> providers, including Berkeley County Water and Sanitation,Dorchester County Water and Sewer, and the North Charleston Department <strong>of</strong> Public Works.The CPW’s wastewater treatment plant is located on Old Orangeburg Road. The facility has a capacity <strong>of</strong>10 million gallons per day (MGD). The Santee Cooper system iscomprised <strong>of</strong> a 31 MGD surface treatment plant located at Lake Moultrie, three emergency or standbywells capable <strong>of</strong> producing an additional 5 MGD, and approximately 26 miles <strong>of</strong> water transmissionpipeline. <strong>Summerville</strong>’s allocation <strong>of</strong> this facility is approximately 16.4 MGD. According to <strong>Summerville</strong>CPW, as <strong>of</strong> August, 2010, the average use per day <strong>of</strong> <strong>Summerville</strong>’s water allotment is 7.5 MGD.Community Facilities Element Page 8
