Growth Strategies<strong>Alvin</strong> has an unusually large ETJbecause <strong>of</strong> an extensive 1960 stripannexation to avoid being enveloped bythe <strong>City</strong> <strong>of</strong> Houston. The boundaries <strong>of</strong>the ETJ were recently upheld by theHouston Court <strong>of</strong> Appeals. Because <strong>of</strong>the size <strong>of</strong> this area, <strong>Alvin</strong> does notexercise its statutory authority oversubdivision platting within the entirety<strong>of</strong> the ETJ. The <strong>City</strong> regulates plattingwithin the <strong>City</strong> limits, and portions <strong>of</strong>the ETJ that are nearest to the <strong>City</strong>limits, around the Speedway areaannexation and in Savannah <strong>Plan</strong>tation.An interlocal agreement was adopted in2004 pursuant to an amendment in statelaw, which allowed the apportionment<strong>of</strong> subdivision review authority. This The emerging development pattern in the outlying areas <strong>of</strong> the ETJ areagreement grants subdivision approval stretching the resources <strong>of</strong> the <strong>City</strong> and other agencies, such as the Brazoriaauthority <strong>of</strong> the remainder <strong>of</strong> the area to County Emergency Services District, to provide adequate public facilitiesBrazoria County, which reviews plats and services. This will become an increasing issue as developmentbased on its ordinance, not the <strong>City</strong>’s. continues, without exacting some form <strong>of</strong> control.The <strong>City</strong> and County regulations shouldbe regularly reviewed for differences in subdivision and improvement designstandards and exactions; should the <strong>City</strong> adopt more stringent standards, thereliance on the Brazoria County subdivision approval process may eventuallynegatively impact the future growth <strong>of</strong> the <strong>City</strong>, or increase the costs <strong>of</strong>annexing areas with what will then be substandard public improvements orrights‐<strong>of</strong>‐way.<strong>Alvin</strong>, like many Texas communities, is increasingly challenged by limitedfiscal resources. The local economy is sustaining itself, but not growing at apace fast enough to secure sufficient resources for infrastructure. It is,therefore, essential for the <strong>City</strong> to evaluate its pattern <strong>of</strong> development andseek ways to improve the efficiency <strong>of</strong> its service provision and itseffectiveness in delivering quality, reliable, and adequate facilities andservices to its population.Page 5-3
