The <strong>City</strong> was the prevailing party in a lawsuit recently, whichupheld the annexation, and legal counsel for the <strong>City</strong> should be consulted toensure that any subsequent release <strong>of</strong> territory does not throw that decisioninto question. However, the benefit <strong>of</strong> adjusting municipal boundariesincludes a more manageable municipal area, the ability to monitor andregulate what will eventually and realistically be the future build‐out <strong>of</strong> the<strong>City</strong> <strong>of</strong> <strong>Alvin</strong>, and ensure development that is properly timed and adequatelyserved by necessary infrastructure, and more compatible and in keeping withthe long‐term development goals <strong>of</strong> the citizens.PUBLIC Services • • •Police Department ‐ The <strong>Alvin</strong> Criminal Justice Facility is centrally located at1500 South Gordon Street, in <strong>Alvin</strong>. The present facility providesapproximately 23,000 square feet <strong>of</strong> interior space for law enforcement andsupport functions. This building houses the police administration, patrol andinvestigative divisions, municipal code enforcement <strong>of</strong>ficers, a city healthinspector, a communications (dispatch) center, a public accessible crimeprevention and victim assistance <strong>of</strong>fice, and a criminal records division. Alsoincluded in this structure is the detention (jail) facility that accommodates upto 24 incarcerates at any given time. The Police Department also oversees thepersonnel and operations <strong>of</strong> the Animal Control Shelter that is located <strong>of</strong>f‐site,on State Highway 6 West. The Police also enjoy some shared storage space<strong>of</strong>f‐site, which is below the <strong>Alvin</strong> Museum.The Police Department currently employs 73 personnel; 43 <strong>of</strong> which aresworn police <strong>of</strong>ficers. The remaining 30 employees occupy civilian positions,which include Code Enforcement, Health Inspections, Animal Control,Dispatchers, Detention Officers and assorted administrative, clerical andsupport positions.The <strong>Alvin</strong> Police Department has established itself as a model police agencythrough its development and implementation <strong>of</strong> innovative police programs.Best described as a full‐service agency, the <strong>Alvin</strong> Police have developed suchprograms as “ADD’EM UP” (interactive teen anti‐drinking and driving) andthe “Are You Okay?” Program (assists the elderly and home‐bound <strong>of</strong> ourcommunity). APD also has an award‐winning Victim Assistance Program, aPage 5-29
