Intangible benefits of proposedannexations will also be evaluated.Policy 9: The City will utilize its annexation authority to extend itsjurisdiction to encompass critical areas, such as major transportationcorridors, public facilities, and areas provided municipal services subjectto the policies of this plan, which may require regulatory protection andcontrol of development.Policy 10: Where short‐term annexation is not feasible, the City will considerthe option of negotiated agreements with land owners, developers, orother entities in lieu of annexation to provide for interim servicearrangements, cost‐sharing or fee mechanisms, and potential adherence todevelopment guidelines to ensure desired development outcomes in areassubject to possible future incorporation.Annexation CriteriaImportant criteria for use in considering whether annexation of land iswarranted and fiscally responsible include the following:• The subject parcel(s) are within or immediately adjacent to the current Citylimits.• The land requested for annexation is certified by the City Engineer to bewithin the City’s utility service area, with proven feasibility of efficientlyextending water and sewer mains.• All parcels could be adequately served by municipal police, volunteer fire,ambulance, and road maintenance meeting City standards.• All public improvements, off‐site as well as on‐site, necessary to serve thedensity of the annexed area will be constructed and financed inaccordance with City standards and policy.• As determined by the City, the actual financial impact for providingpolice, fire, road maintenance, and other public improvements is favorableto the tax base and offsets the necessary costs.Municipal BoundariesDue to the 1960 strip annexation, the City has an over‐sized ETJ. The Citycannot provide services to the entire ETJ as it presently exists, made clearfrom the Capital Improvements Plan, recent studies on water and wastewatersystems, and the absence of an annexation plan for all but the most valuabledeveloping portions of the ETJ. The City should carefully consider whether itcan adequately retain and exercise jurisdiction over the entirety of the area, orPage 5-28
Growth Strategieswhether it makes sense to relinquish portions of the ETJ in a boundary linereadjustment. The City was the prevailing party in a lawsuit recently, whichupheld the annexation, and legal counsel for the City should be consulted toensure that any subsequent release of territory does not throw that decisioninto question. However, the benefit of adjusting municipal boundariesincludes a more manageable municipal area, the ability to monitor andregulate what will eventually and realistically be the future build‐out of theCity of Alvin, and ensure development that is properly timed and adequatelyserved by necessary infrastructure, and more compatible and in keeping withthe long‐term development goals of the citizens.PUBLIC Services • • •Police Department ‐ The Alvin Criminal Justice Facility is centrally located at1500 South Gordon Street, in Alvin. The present facility providesapproximately 23,000 square feet of interior space for law enforcement andsupport functions. This building houses the police administration, patrol andinvestigative divisions, municipal code enforcement officers, a city healthinspector, a communications (dispatch) center, a public accessible crimeprevention and victim assistance office, and a criminal records division. Alsoincluded in this structure is the detention (jail) facility that accommodates upto 24 incarcerates at any given time. The Police Department also oversees thepersonnel and operations of the Animal Control Shelter that is located off‐site,on State Highway 6 West. The Police also enjoy some shared storage spaceoff‐site, which is below the Alvin Museum.The Police Department currently employs 73 personnel; 43 of which aresworn police officers. The remaining 30 employees occupy civilian positions,which include Code Enforcement, Health Inspections, Animal Control,Dispatchers, Detention Officers and assorted administrative, clerical andsupport positions.The Alvin Police Department has established itself as a model police agencythrough its development and implementation of innovative police programs.Best described as a full‐service agency, the Alvin Police have developed suchprograms as “ADD’EM UP” (interactive teen anti‐drinking and driving) andthe “Are You Okay?” Program (assists the elderly and home‐bound of ourcommunity). APD also has an award‐winning Victim Assistance Program, aPage 5-29
