Implementation<strong>Alvin</strong> “Crossroads” <strong>Plan</strong><strong>Plan</strong>s that are effective in achieving their goals and objectives include animplementation framework that outlines the general strategies, directions,and priorities <strong>of</strong> the community. As such, the policy direction provided for inthis plan is coupled with short‐ and long‐term implementation strategies tohelp realize policies into actionable programs, development activities, andother strategic efforts by the <strong>City</strong>’s leadership and citizens.The purpose <strong>of</strong> this chapter is to integrate the different elements <strong>of</strong> the plantogether in such a way as to provide a clear path for sound decision‐making.This chapter outlines the organizational structure necessary to implement theplan, including roles and responsibilities, processes for annual and periodicevaluation and appraisal <strong>of</strong> the plan, and a five‐year action plan.ELEMENTS <strong>of</strong> Successful Implementation • • •While this chapter lays out a framework for implementation, it is simply that.A framework alone will not ensure that the community’s vision and thepolicies contained within this plan will be implemented. Described below arethe elements that will be essential to successful implementation <strong>of</strong> <strong>Alvin</strong>’s<strong>Comprehensive</strong> <strong>Plan</strong>.• Dedication <strong>of</strong> the <strong>City</strong>’s Leadership ‐ The <strong>City</strong>’s leadership, includingthe Mayor, <strong>City</strong> Council, <strong>Plan</strong>ning Commission, and the directors andstaff <strong>of</strong> <strong>City</strong> departments, must be committed to implementation in orderfor it to be realized. To ensure implementation over the short‐ and longterm,all departments within the <strong>City</strong> must accept the plan and commit toincorporating its actions in their annual budgets and work programs.The community’s leadership must also be dedicated to giving theirsupport to maintain public involvement and enhance and maintaincommunity awareness as the plan is implemented over the next 20 years.• Public Involvement ‐ Throughout the plan development process, the <strong>City</strong>carried out a public participation program that was designed to seekinput from the public, but also, build a constituency <strong>of</strong> persons willing tomake a commitment to implementing the plan.
