Parks & Recreation1. Extend the Tom Blakeney, Jr.Trail along Mustang Bayouacross – preferably beneath orover ‐ the railroad tracks,South Gordon Street and S.H.6 to the west and northwardto the <strong>City</strong> limits as well assouthward beyond the Bob S.Owen Pool to Hillcrest GolfCourse.Incorporateprovisions for an exclusivepedestrian right‐<strong>of</strong>‐way withthe improvements to S.H. 35.Concurrent with newdevelopmentandPublic easements providing access to adjacent community parks and trailsredevelopment, secureare an integral element <strong>of</strong> park and trail system development.easements for <strong>of</strong>f‐street trailsegments (where possible) orspace within the rights‐<strong>of</strong>‐way <strong>of</strong> new streets for connections to/fromthe Blakeney Trail throughout the community. Priority should beplaced on connections to <strong>Alvin</strong> Community College and each <strong>of</strong> thepublic parks.2. Complete missing connections in the system <strong>of</strong> on‐street bike lanes t<strong>of</strong>orm a comprehensive network providing access to all segments <strong>of</strong> thecommunity. Incorporate into the annual budgeting process an annualset‐aside for enhanced signage and striping, bike lane surface repairs,and intersection safety improvements. Produce a brochure displayingthe ultimate bike and pedestrian trail network along with the timingand programmed development <strong>of</strong> the system.3. Establish requirements for the dedication <strong>of</strong> easements or rights‐<strong>of</strong>wayfor development adjoining the trail network. Rights‐<strong>of</strong>‐way mustbe dedicated for the main trail segment and easements dedicatedthroughout the development to provide direct access points to thesystem. Design standards must also be established for segments <strong>of</strong> thetrail and other connections to ensure long‐lasting and minimalmaintenance construction.4. Coordinate with the railroad, drainage district, and utility providersfor access to and across their easements and/or rights‐<strong>of</strong>‐way in thedevelopment <strong>of</strong> the bike and pedestrian trail network. Adopt a localPage 4-10
