Certain densities <strong>of</strong>development may be accommodated provided they do not undulyoverburden the capacity <strong>of</strong> the existing infrastructure.Policy 5: Partnerships must be established with other jurisdictionalauthorities and service providers such as Brazoria County EmergencyServices District, Brazoria County Drainage District 4, other area cities, andBrazoria County to develop long‐term growth management strategies thatwill conserve resources and sustain adequate service provision.Policy 6: A policy or regulatory statement must be created that guides howthe <strong>City</strong> considers and approves MUDs or special districts in the <strong>City</strong> or inthe ETJ, and what terms are appropriate for such agreements to ensure thebest development for the <strong>City</strong> and future residents <strong>of</strong> those districts, takinginto account the tax implications <strong>of</strong> such districts.Policy 7: The development <strong>of</strong> water, wastewater, and drainage systems mustbe closely coordinated with the planned pattern <strong>of</strong> new development andin areas that are suitable and desirable for future growth.Policy 8: Adequate facilities and services must be constructed and sustainedto meet the increasing public need. Such facilities and services must becoordinated to occur in a manner that leads a fiscally responsible pattern<strong>of</strong> development.Policy 9: Relationships must be formalized with governmental and otherentities through joint projects, inter‐local agreements, and memoranda <strong>of</strong>understanding to provide more cost effective coordination <strong>of</strong> services andgrowth management policies.Policy 10: A variety <strong>of</strong> housing types and prices must be <strong>of</strong>fered to meetvaried family needs.MANAGING Growth • • •Evolving land use patterns within and around the community have exhibitedsprawl characteristics. While the amount <strong>of</strong> development has been steady,based on planning activities such as applications for subdivision plats, thepace is expected to increase, and it is, therefore, an important land useplanning consideration that will – over time – have implications on the publichealth, safety, and welfare. Sprawl is a highly inefficient pattern <strong>of</strong> growth.Costs associated with the provision <strong>of</strong> both capital and social infrastructureare much higher than they are for more compact patterns <strong>of</strong> development.This is particularly relevant and important when the community isconfronted by limited fiscal resources and increasing demands for service.Page 5-22
