Introduction and VisionPlan ObjectiveThe objective of the plan is toprovide direction over atwenty‐year planning periodin the areas of land use, parksand recreation, and growthpolicies.infrastructure, and parks and recreation areas. The horizon of this plan is theYear 2025.Alvin is at a “crossroads” in the sense that it is choosing to embark on a newpath – one that is guided by a blueprint for the future. It is the intent of thisComprehensive Plan that the policies and associated goals, objectives, andrecommended implementation strategies serve as a framework forcommunity decision‐making. To ensure growth that is both wise andsustainable, decisions must be based on a formulation of sound policy andfounded by a comprehensive and integrated approach to analyzingcommunity issues and identifying realistic solutions, as set forth in this plan.STAGES of the Planning Program • • •The City adopted its current Comprehensive Plan in 1987. It was recognizedthat conditions in the community have changed dramatically since that time,due primarily to ongoing population growth and development throughout itsplanning area. As such, City Council passed a resolution to allow for thedevelopment of this Comprehensive Plan. It is the intent of the City tocontinue its comprehensive plan program on an ongoing basis, includingdevelopment of additional plan elements over the course of the coming years.For instance, this plan includes chapters addressing land use, growth policies,and parks and recreation, in addition to this introduction, the communitysnapshot (demographics and socioeconomics), and implementation. There area series of additional plan components needed in the coming years, includingchapters to address the following:♦ Annexation♦ Economic Development♦ Housing and Neighborhoods♦ Community Appearance♦ Technology♦ Transportation♦ Drainage InfrastructureIt is expected that the next logical step will be to invest in an implementationeffort to set the vision and recommendations of this plan into motion. Suchimplementation process will include revision of existing ordinances andcrafting new standards and regulations, consistent with the vision expressedby this adopted public document.
