A portion <strong>of</strong> the communityshould be reserved fordevelopment <strong>of</strong> single‐familyhomes on larger than typical lots,especially where lowerresidential density and limitedroad improvements willcontribute to preservation <strong>of</strong>environmental assets, scenicvistas, or valued agricultural landor where individual wells andon‐site treatment systems willremain the primary means <strong>of</strong>water and wastewater service.Manufactured home communities provide an affordable housing choice‣ Maintain the integrity and preserveand should be accommodated in appropriate locations.the character <strong>of</strong> existing and futureneighborhoods by protecting them from encroaching incompatible usesthat may detrimentally affect the value and enjoyment <strong>of</strong> residentialproperties.1. Residential development should be oriented away from majorhighways and primary streets without adequate transitioningstandards and situated within the roadway network and relative toother land uses so as to minimize high volumes <strong>of</strong> through traffic.2. Residential areas should not be situated next to intense nonresidentialuses without provisions for increased separation and bufferyards. Lessintense nonresidential development may be appropriate next toresidential development with performance standards to mitigateadverse impacts.3. Multiple‐family housing should be developed at a density and scalethat is compatible with the surrounding neighborhood and availableutilities and roadway capacity. Larger multi‐family developmentsshould be located on sites with adequate space for <strong>of</strong>f‐street parking,accessory structures, and recreational activity and toward the edge <strong>of</strong>single‐family residential areas where higher traffic generation andtaller building heights can be better accomodated.Page 3-45April 1, 2005
