Growth Strategiesdensity <strong>of</strong> development (the number <strong>of</strong> dwelling units and personsaffected) that occurs in the outlying rural areas has real implications forthe provision <strong>of</strong> adequate public safety services.In addition to public safety services, the municipal administration <strong>of</strong> the<strong>City</strong> will likely require changes, over time, to respond to shifts indemands. This may require added personnel or a reassignment <strong>of</strong> staff,along with the associated impacts concerning the needs for space,equipment, and facilities. Consideration may be warranted for futureexpansion <strong>of</strong> <strong>City</strong> Hall or possible construction <strong>of</strong> new space.GOALS and Objectives • • •The goals, objectives, and subsequent actionrecommendations respond directly to theabove issues, which were discovered throughtechnical analyses <strong>of</strong> the existing land useand projected future development patterns,existing capacities and plannedimprovements <strong>of</strong> the water and wastewatersystems, and identified public service needs.They also reflect the issues and concernsraised by residents through the publicinvolvement process.GOAL 5.1: Compact development that maybe efficiently served by public facilities andservices.Objectives and ActionsThrough the use <strong>of</strong> incentives, alternative development types likethat shown in the lower graphic can be encouraged.‣ Revise the development regulations toallow efficient types and patterns <strong>of</strong>development.1. Revise the subdivision regulations toencourage alternative types <strong>of</strong>development, such as clustered,conservation, and preservationdevelopment.
