Implementationmanagers, civic clubs and organizations, and other key stakeholders,must be maintained and empowered to implement the plan on an ongoingbasis. This can be achieved in part through advisory committees,public meetings, community workshops, open houses, public forums,newsletters, the <strong>City</strong>’s website, media releases, and public notices.• Integration ‐ In order to successfully implement this plan and achieve thecommunity’s vision, horizontal and vertical integration must ocur. Inother words, the recommendations must be integrated into governmentalpractices and programs. For example, the recommendations should bewidely used in decisions pertaining to infrastructure improvements,proposed new development and redevelopment, enhancement <strong>of</strong> theparks and recreation system, and the annual capital budgeting process. Itmust also be vertically integrated with the plans and programs <strong>of</strong> theState <strong>of</strong> Texas, Brazoria County, and the <strong>Alvin</strong> Independent SchoolDistrict (AISD). The involvement <strong>of</strong> these stakeholders may take theshape <strong>of</strong> funding, planning coordination, project management andadministration, regulation and enforcement, or shared provision <strong>of</strong>facilities and services, among other actions.• Evaluation – The plan will need to be reviewed on an annual basis toensure that the goals, objectives, and recommendations reflect thechanging needs and attitudes <strong>of</strong> the community. Annual reviews willhelp to ensure that the recommended actions are viable and realistic.These reviews will also help to measure progress toward achieving thegoals, objectives, and actions set forth. A more formal evaluation andupdate should be undertaken at least every five years.• Success – Demonstrating success early in the implementation process is ameans to show stakeholders the benefits <strong>of</strong> their involvement, while atthe same time building momentum for continued excitement andinvolvement. In this implementation plan, there are variousrecommendations that do not bear significant budgetary obligation.
