While funding for the primary public facilities andservices demand sufficient funding to avoid failing conditions, the dollarsavailable for parks and recreation are less certain. Identifying a dedicatedfunding source and effectively leveraging state and federal grant funds isimportant to developing and sustaining an adequate parks and recreationsystem.GOALS AND OBJECTIVES of the Community • • •The following goals, objectives, and actions are designed to address the aboveissues, which were identified by citizens of the community through theirparticipation in the community forum and on the advisory committee. Themaster plan is a valuable resource that should be used on a continuous basisin guiding the parks and recreation development program. Theses goals,objectives, and recommendations should be referenced in other planningstudies and development proposal reports to ensure consideration of existingand planned public parks and recreation areas and open space.GOAL 4.1: Conservation of naturalresources through parklandacquisition, open space preservation,and environmentally sensitiveplanning.Objectives and Actions• Encourage the conservation ofenvironmentally sensitive areas, i.e.streambeds and floodplains,wetlands, wildlife habitats, andareas with soil limitations, andencourage conservation throughdevelopmentincentives,regulations, and policies.Natural features such as Mustang Bayou provide beneficial functions andmust, therefore, be maintained to sustain wildlife habitat and increasewater quality and flood storage capacity.1.
