Introduction and Visioneach <strong>of</strong> the plan elements to <strong>of</strong>fer their insight and ensure the plan is bothrealistic and able to be implemented.The first step in the visioning process was to assess where the community hadbeen in the past. This effort involved a review <strong>of</strong> planning documents andother demographic and socio‐economic information, which served as thebasis <strong>of</strong> Chapter 2, Community Snapshot. This pr<strong>of</strong>ile <strong>of</strong>fers a glimpse <strong>of</strong>where <strong>Alvin</strong> has been in the past and where it is today. This analysis set thetone for community discussions and the overall visioning effort.Community ForumA principal event <strong>of</strong> the visioning process was a Community Forum, whichconsisted <strong>of</strong> a three‐hour evening event held at the <strong>Alvin</strong> High School inAugust 2004. During this forum, residents from throughout the communitywere invited to come together to identify their concerns for the future and toexplore possibilities for making <strong>Alvin</strong> an even better place to live, work, andplay. The meeting began with a presentation entitled, “<strong>Alvin</strong> ‐ EnvisioningTomorrow,” which explained the role <strong>of</strong> the <strong>Comprehensive</strong> <strong>Plan</strong> in guidingthe community’s important decisions as to how, when, and where it grows.After the presentation, the large assembly <strong>of</strong> citizens attended two smallgroup discussions focused on each <strong>of</strong> the plan elements, including: Land Use& Future Growth (land use pattern and density, development constraints,compatibility) and Livability (parks and recreation, neighborhoods,community character). In each <strong>of</strong> the discussion areas, participants expressedtheir thoughts and ideas concerning the future <strong>of</strong> the community. Thecommunity dialogue was recorded and the information compiled to helpcreate the <strong>Alvin</strong> <strong>Comprehensive</strong> <strong>Plan</strong>.Our VisionThe community’s vision statement was developed through input fromcitizens, achieved through the public participation process. This processincluded a community forum, dissemination <strong>of</strong> a survey, <strong>Comprehensive</strong><strong>Plan</strong> Advisory Committee (CPAC) meetings, and stakeholder consultations.The vision for <strong>Alvin</strong> is as follows:Community VisioningAs used in planning,visioning is a process bywhich a communityenvisions its preferred future.It chronicles the hopes,dreams, and aspirations <strong>of</strong> acommunity and helpscitizens agree on what theywant their community tobecome.‐Michael ChandlerPage 1-5
