Introduction and Visioneach of the plan elements to offer their insight and ensure the plan is bothrealistic and able to be implemented.The first step in the visioning process was to assess where the community hadbeen in the past. This effort involved a review of planning documents andother demographic and socio‐economic information, which served as thebasis of Chapter 2, Community Snapshot. This profile offers a glimpse ofwhere Alvin has been in the past and where it is today. This analysis set thetone for community discussions and the overall visioning effort.Community ForumA principal event of the visioning process was a Community Forum, whichconsisted of a three‐hour evening event held at the Alvin High School inAugust 2004. During this forum, residents from throughout the communitywere invited to come together to identify their concerns for the future and toexplore possibilities for making Alvin an even better place to live, work, andplay. The meeting began with a presentation entitled, “Alvin ‐ EnvisioningTomorrow,” which explained the role of the Comprehensive Plan in guidingthe community’s important decisions as to how, when, and where it grows.After the presentation, the large assembly of citizens attended two smallgroup discussions focused on each of the plan elements, including: Land Use& Future Growth (land use pattern and density, development constraints,compatibility) and Livability (parks and recreation, neighborhoods,community character). In each of the discussion areas, participants expressedtheir thoughts and ideas concerning the future of the community. Thecommunity dialogue was recorded and the information compiled to helpcreate the Alvin Comprehensive Plan.Our VisionThe community’s vision statement was developed through input fromcitizens, achieved through the public participation process. This processincluded a community forum, dissemination of a survey, ComprehensivePlan Advisory Committee (CPAC) meetings, and stakeholder consultations.The vision for Alvin is as follows:Community VisioningAs used in planning,visioning is a process bywhich a communityenvisions its preferred future.It chronicles the hopes,dreams, and aspirations of acommunity and helpscitizens agree on what theywant their community tobecome.‐Michael ChandlerPage 1-5
Introduction and VisionA Community Forum was heldin August 2004 to gathervaluable input from the citizensof Alvin.Looking ahead to the Year 2025 and beyond, OUR VISION is to managegrowth and development in a way that results in improved economiccompetitiveness and an enhanced community character; achieve a compatiblepattern of land use that sustains property values and supports a blend ofhousing types for all lifecycle stages and income levels; revitalize downtownas a true city center and community gathering place while preserving ourrich history and its unique character; improve transportation choicesincluding increased opportunities for walking and bicycling; enhanceconvenient access to parks and recreation facilities for citizens of all ages,allowing healthy lifestyles; protect valued open spaces and conserve naturalresources, providing benefit to our environment, drainage systems, andcommunity appearance; efficient use of community facilities and publicinfrastructure and their adequate provision concurrent with new development;and, an attractive and well‐maintained community for which we are proudto call home.ORGANIZATION of the Plan • • •This plan is organized into five elements, which address existing conditions,key issues, goals and objectives, and recommendations. The chapters include:‣ Introduction and Vision – This chapter discusses the value of the plandevelopment process, the benefits of the plan, the community vision, andthe plan’s organization.Table of ContentsChapter1. Implementation‣ Land Use ‐ This element provides a vision for the future physicaldevelopment of the community and its extraterritorial jurisdiction (ETJ).The purpose of this chapter is to establish the necessary policy guidancefor decisions concerning the compatibility and appropriateness ofdevelopment within the context of the larger community. An essentialcomponent of this chapter is the land use policies, which will help theCity in deciding the means by which it can manage its future land useand development.‣ Parks and Recreation – The purpose of this chapter is to determine thecommunityʹs current and future needs for parks and recreation facilities.This plan element provides policy direction pertaining to the timing ofpark development, park siting within the City and planning area, the typeand quality of facilities, and the method by which improvements arefunded.‣ Growth Strategies – This element of the Plan provides policies to guidedecisions relating to timely extension of adequate infrastructure,provision of quality municipal services, and a logical sequencing of futurePage 1-6
