Parks & RecreationGOAL 4.4: Cooperative agreements and coordinated efforts with othergovernmental jurisdictions, educational bodies, and private sector entities.Objectives and Actions• Form mutually beneficial partnerships with and among the public andprivate sectors to expand and improve the provision <strong>of</strong> services andfacilities.1. Develop agreements with Brazoria County, <strong>Alvin</strong> ISD, and <strong>Alvin</strong>Community College (ACC) to include joint acquisition <strong>of</strong> land,development and maintenance, and use <strong>of</strong> areas and buildings. Establish cooperative agreements with developers, landowners, nonfor‐pr<strong>of</strong>itorganizations, and sports associations to develop parks andrecreation facilities, which may include lease‐purchase agreements ormunicipal maintenance, as a means to encourage private sectorparticipation in the provision <strong>of</strong> public parks.• Identify dedicated sources <strong>of</strong> funds for ongoing development,maintenance, and operation <strong>of</strong> the parks and recreation system.1. Develop a five‐year Capital Improvement Program (CIP) for parksand recreation improvements, consistent with the timeline <strong>of</strong> actions,as amended from time to time, in the <strong>City</strong>’s Park <strong>Master</strong> <strong>Plan</strong> andNeeds Assessment, 2002‐2012.2. Utilize the comprehensive listing <strong>of</strong> potential funding sourcesprovided in Appendix B, Park Funding Sources, to identify potentialprograms to leverage additional funding for local projects.Subsequently consider contracting with or hiring an experienced grantwriter to regularly pursue federal, state and foundation grants tosubsidize local funding. Regularly submit applications for TexasRecreation and Parks Account (TRPA) program funds for both indoorand outdoor grants, which may be submitted in January and July <strong>of</strong>each year.3. Establish a parkland improvement fund, which would be an accountfor which fees in lieu <strong>of</strong> land dedication would be deposited. Thesefees must be contributed to a specific account – as opposed to thegeneral fund ‐ that can be effectively tracked to ensure expendituresbenefit the areas (park zones) from which they were derived.Page 4-12
