The law encourages systematic local planning and commitment tocontinuing operation and maintenance <strong>of</strong> recreation programs, sites, andfacilities. Project proposals are submitted to the appropriate National ParkService Regional Office by eligible local units <strong>of</strong> government (selected citiesand urban counties). Grants are awarded on a nationally competitive basiswith regional <strong>of</strong>fices having the primary responsibility for monitoringprogress and post‐completion requirements.
