Exhibit B, Park Funding SourcesAlvin “Crossroads” PlanFEDERAL Funding Sources • • •DEPARTMENT OF THE INTERIORNational Park ServiceFederal Lands to ParksThe Federal Lands‐to‐Parks (FLP) enables states and local governments toestablish park and recreation areas and adapt historic buildings for publicuses. Through FLP, state and local agencies may acquire land and facilitiesonce used for federal purposes at no cost to meet park and recreation needs.Information about the program is available at:www.ncrc.nps.gov/programs/flp/.Contact: Wendy Ormont, wendy_ormont@nps.gov, (202) 565‐1184. Only stateor local units of government are eligible to apply for surplus real property forpublic park and recreation purposes. Applicants must agree to manage theproperty in the public interest and for public park and recreation use. Formore information about historic properties go to:www.ncrc.nps.gov/programs/flp/flp_ get_land.html.Land and Water Conservation FundThe Land and Water Conservation Fund was enacted in 1964 (Public Law 88‐578) to “create and maintain a nationwide legacy of high quality recreationareas and facilities.” LWCF provides funding for: (1) land acquisition forfederal land managing agencies; and (2) matching grants to state and localgovernments for planning (states only), acquisition and development of parkand recreation areas and resource based facilities. Specifics for federal landacquisition projects are determined each fiscal year by Congress and theAdministration. Of the amounts appropriated in any given fiscal year for thestate grants program, 40 percent is divided equally between states and 60percent is allocated to the states by a population/need‐based formula. The law encourages systematic local planning and commitment tocontinuing operation and maintenance of recreation programs, sites, andfacilities. Project proposals are submitted to the appropriate National ParkService Regional Office by eligible local units of government (selected citiesand urban counties). Grants are awarded on a nationally competitive basiswith regional offices having the primary responsibility for monitoringprogress and post‐completion requirements.
