Growth Strategiesexisting development. Provision <strong>of</strong> municipal infrastructure beyondthe <strong>City</strong> limits should be in strict accordance with adopted <strong>City</strong>policy, and should be handled through a development agreementwhere the <strong>City</strong> may establish a condition for timely annexation andenact certain development controls.2. In addition to coordinating CIP projects to occur in a manner so as todirect the pattern <strong>of</strong> future community growth, it should also be usedto ensure that there are adequate facilities and infrastructure withinthe established areas <strong>of</strong> the <strong>City</strong>. Doing so requires an ongoingprogram <strong>of</strong> annual rehabilitation and replacement for the waterdistribution and wastewater collection systems. Street and sidewalkimprovements should also occur within the main body <strong>of</strong> the <strong>City</strong> asthe highest priority, with an outward progression from the centralcity.3. The <strong>City</strong> should adopt a policy for establishment <strong>of</strong> MUDs bothwithin the <strong>City</strong> and in the extraterritorial jurisdiction that takes intoaccount the <strong>City</strong>’s long‐range annexation goals. A threshold questionin MUD approval should be whether the proposed MUD is beingproposed in a logical growth area, or if it is far away from anydevelopment — for example, at the edge <strong>of</strong> ETJ. Anotherconsideration is whether the <strong>City</strong> can serve, or extend services to, thedevelopment and eliminate additional taxes for those homeowners.For in‐<strong>City</strong> MUDs, the <strong>City</strong> should adopt a policy about granting taxrebates to MUDs, <strong>of</strong>ten requested by developers to alleviate the dualtax burden. The long‐range issue for ETJ MUDs is that if the <strong>City</strong>wishes to annex the area in the future, it must either take on any debtheld by the MUD, or wait until there is no debt. Given that MUDs<strong>of</strong>ten issue 30‐year bonds, this could impair annexation <strong>of</strong> the area.GOAL 5.2: A well‐managed pattern <strong>of</strong> development that is fiscallyresponsible.Objectives and Actions‣ Effectively manage the quality <strong>of</strong> development and provision <strong>of</strong> adequatefacilities and services.1. The <strong>City</strong> should exercise its authority to conduct subdivision platreview throughout the entire ETJ, or alternatively, considerrelinquishing portions <strong>of</strong> the ETJ for which the <strong>City</strong> cannotadequately provide services within a reasonable amount <strong>of</strong> time.Page 5-14
