Incorporate into the unified development ordinance flood protectionstandards, which would restrict/prohibit uses in proximity to thefloodplain; protect vulnerable uses against flood damage; control thealteration <strong>of</strong> natural floodplains, stream channels and naturalprotective barriers; control activities that may increase flood heights,velocities, or damage; and regulate the construction <strong>of</strong> flood barriersthat may unnaturally divert flood waters or increase flood hazards toother lands. Such standards would establish a process for reviewingand issuing floodplain development permits and provisions for floodhazard reduction and handling nuisances within hazard areas.2. Adopt an ultimate growth policy, consistent with Chapter 5, GrowthPolicies, as to the nature and extent <strong>of</strong> urban service provision,including water, wastewater, transportation, and drainageinfrastructure, into the outlying areas <strong>of</strong> the extraterritorialjurisdiction. Provision <strong>of</strong> services and allowance <strong>of</strong> urbanizingdevelopment patterns result in premature conversion <strong>of</strong> agriculturallands and deterioration <strong>of</strong> the natural environment, as well as creatinga fiscal strain on municipal resources. Consider the incorporation anduse <strong>of</strong> concurrency requirements, thereby tying land development toconcurrent provision <strong>of</strong> adequate facilities and services.3. Establish standards to prevent encroachment <strong>of</strong> housing and otherincompatible uses within the <strong>City</strong> limits and the extraterritorial area innear proximity to both operating and abandoned oil and gas well sites,which pose potential hazards to housing, including potential fire,explosion, spray, and other pollution. As regulated by the U.S.Department <strong>of</strong> Housing and Urban Development (HUD) for approval<strong>of</strong> projects and financing, which may apply to local regulation as well,April 1, 2005Page 3-14
