Bufferyardscan be required that cut <strong>of</strong>f views,noise, and vehicle lights as well.Traffic concerns can be addressed bylimiting the type <strong>of</strong> roads to which agas station has access, or byregulating the distance <strong>of</strong> curb‐cutsfrom intersections.Performance zoning measuresinclude the following:Intensity and density ‐ Zoning isAn example <strong>of</strong> no lighting standardsintended to implement thecomprehensive plan. In addition tothe zoning district use, a primaryelement <strong>of</strong> all forms <strong>of</strong> zoning isregulating the intensity or density <strong>of</strong>development. <strong>Plan</strong>s <strong>of</strong>ten refer tolow, medium, and high densityresidential use. The low density mayrefer to a one‐half acre single‐familylot whereas one quarter acre lotswould be medium density, andattached housing and multi‐familywould relate to high density. Nearlyall land use plans have multiplelevels <strong>of</strong> residential density andcommercial land uses. Zoning hasRegulated outdoor lightingbeen the tool by which theachievement <strong>of</strong> the desiredintensities is secured. All <strong>of</strong> the four basic approaches can achieve theseresults.Community character ‐ One <strong>of</strong> the purposes <strong>of</strong> zoning from its earliest days topresent times has been to protect the character <strong>of</strong> neighborhoods and thecommunity. This is certainly the expectation <strong>of</strong> citizens as to what zoning is toachieve. The <strong>Alvin</strong> <strong>Comprehensive</strong> plan suggests broad classifications <strong>of</strong> landuse character, including rural, suburban, and urban.
