Implementationconsultant to manage the day‐to‐day administration and ongoingimplemenation <strong>of</strong> the <strong>Comprehensive</strong> <strong>Plan</strong>.The <strong>Plan</strong> Administrator would be an independent staff member who wouldreport directly to the Mayor and <strong>City</strong> Council. Generally, he or she wouldfunction as a department manager that would coordinate closely with each <strong>of</strong>the other <strong>City</strong> departments, and provide direct support to the Action TaskForce and <strong>Plan</strong>ning Commission.CitizensThe citizens <strong>of</strong> <strong>Alvin</strong> played a key role in providing input into the <strong>Plan</strong>through participation in the Community Forum and on the <strong>Comprehensive</strong><strong>Plan</strong> Advisory Committee (CPAC). The public’s interest and the generalmomentum <strong>of</strong> the plan process should not be allowed to subside, but ratherenhanced through encouraged participation in its ongoing implementation.The Action Task Force should use stakeholder groups, public meetings,community workshops, design charrettes, the <strong>City</strong>’s website, media releases,public notices, and newsletters to inform and actively engage citizens in planimplementation.EVALUATION <strong>of</strong> the <strong>Plan</strong> • • •Annual Progress ReportThe <strong>Plan</strong>ning Commission must prepare an Annual Progress Report forsubmittal and presentation to the Mayor and <strong>City</strong> Council. This ensures thatthe plan is consistently reviewed, and allows for any identified need forminor plan updates and revisions, such as changes to policies orrecommended actions, and review <strong>of</strong> plan consistency with ordinances andregulations 1 .The Annual Progress Report should be coordinated with the annualbudgeting process so that recommendations can be made available early inthe budgeting cycle, and requests for capital improvements and majorprograms can be reviewed in light <strong>of</strong> the plan’s progress.The Annual Progress Report should be written such that the status <strong>of</strong>implementation for each programmed task <strong>of</strong> the <strong>Comprehensive</strong> <strong>Plan</strong> iscentral to the report.
