facts & figuresLand UsePOLICIES for Future Development • • •This chapter is intended to be used as a policy framework to guidedevelopment and redevelopment in a manner that will positively contributeto the community’s character and, hence, economic development,environmental sensitivity, and livability. Well‐managed growth and orderlydevelopment leads to more effective use <strong>of</strong> limited public funds in providingadequate public services and needed capital improvements. Through proactiveand effective land use planning, design, and regulation, the <strong>City</strong> mayfulfill its primary responsibility to promote the public health, safety, andwelfare <strong>of</strong> the community and its residents.The following policies are statements <strong>of</strong> the <strong>City</strong>’s intentions for managing itsfuture growth and development character. These policies reflect the futurevision <strong>of</strong> the community and its land use pattern. Together with the goals,objectives, and recommended actions outlined above, these policy statementswill serve to guide decision making by the <strong>Plan</strong>ning Commission and <strong>City</strong>Council as they implement this <strong>Comprehensive</strong> <strong>Plan</strong>.‣ Provide a range <strong>of</strong> different land use character types in suitable densitiesand arrangements that are responsive to market trends and demands andconsistent with local values and sound land use planning principles andpractices.1. Land uses should be arranged to minimize situations in whichdevelopment on certain properties detracts from the enjoyment andvalue <strong>of</strong> surrounding and nearby properties.2. Mixing <strong>of</strong> incompatible uses on individual parcels in close proximityshould be avoided. Mixed use developments, where practical, shouldbe planned and coordinated so as to seek harmony in the physicalappearance <strong>of</strong> the development and to appropriately coordinate ablend <strong>of</strong> uses in a compatible manner.April 1, 2005Page 3-42
