2012 BUDGETMetropolitan Washington Airports AuthorityGLOSSARYACCRUAL BASIS — An accounting method whereby income <strong>and</strong> expense items arerecognized as they are earned or incurred, even though they may not have been received oractually paid in cash.AEROTRAIN — The AeroTrain system is a fully automated transit system that will takepassengers between the Main Terminal <strong>and</strong> the midfield Concourses of Dulles International.The AeroTrain is open.AIR OPERATIONS AREA — The secured areas of each Airport utilized by aircraft, includingrunways, taxiways, <strong>and</strong> ramps.AIRLINE COST PER ENPLANEMENT — For each Airport, the total annual cost of fees <strong>and</strong>charges paid by the Signatory Airlines to the Airports Authority divided by the total signatoryenplanements.AIRPORT COMMUNICATIONS SYSTEM (ACS) — The Airports Authority owns the AirportCommunications System at both Reagan National <strong>and</strong> Dulles International. The ACSconsists of more than 12,000 lines used by the Airports Authority <strong>and</strong> numerous airporttenants. In an average month, more than 800,000 calls are processed through the ACS,including more than 180,000 minutes of domestic long distance calls. Tenants are invoiced<strong>for</strong> the services they receive, based on a proportionate share of the operating cost of theACS. The tenants are also invoiced <strong>for</strong> any local or long distance costs they incur. TheAirports Authority <strong>budget</strong>s in the O&M Program <strong>for</strong> the net cost of the ACS.AIRPORT IMPROVEMENT PROGRAM (AIP) — See “Federal Grants.”AIR TRAFFIC CONTROL TOWER (ATCT) — A terminal facility which, through the use ofair/ground communications, visual signaling, <strong>and</strong> other devices, provides air traffic controlservices to airborne aircraft operating in the vicinity of an airport <strong>and</strong> to aircraft operating onthe airport airfield.AIRPORT USE AGREEMENT AND PREMISES LEASE — The Airports Authority <strong>and</strong> themajor airlines serving Reagan National <strong>and</strong> Dulles International entered into an agreementeffective January 1, 1990, that defines their operating <strong>and</strong> financial relationship <strong>for</strong> the next25 years. The Airline Agreement includes the concurrence of the Airlines in the CCP <strong>and</strong>continues a close working relationship between the Air Carriers <strong>and</strong> the Airports. Fees <strong>and</strong>charges paid by the airlines are used along with other income from the Airports to service thedebt issued to finance the CCP. The Airline Agreement <strong>and</strong> Premises Lease is also referredto as the “Airline Agreement.”AIRPORTS — Refers to Ronald Reagan Washington National <strong>and</strong> Washington DullesInternational Airports, the two Airports operated by the Airports Authority.289
