2012 BUDGETMetropolitan Washington Airports AuthorityOPERATING EXPENSESAVIATION ENTERPRISE FUND OPERATION AND MAINTENANCE PROGRAMProgram SummaryThe Aviation Enterprise Fund O&M Program provides funding <strong>for</strong> the daily operation ofReagan National <strong>and</strong> Dulles International, including those functions per<strong>for</strong>med centrally. The2012 O&M Program level is $653.7 million, which includes $332.3 million <strong>for</strong> operatingexpenses <strong>and</strong> $321.3 million <strong>for</strong> debt service.As elements of the CCP are completed <strong>and</strong> brought on line, both operating <strong>and</strong> debtexpenses are significantly impacted. Funding levels <strong>for</strong> the 2012 O&M Program weredeveloped after reviewing revenue <strong>for</strong>ecasts, the impact of funding increases on l<strong>and</strong>ing fees,rental rates, <strong>and</strong> other rates <strong>and</strong> charges, prior year actuals, our current program levels, newoperating requirements, <strong>and</strong> the overall economic climate of the region <strong>and</strong> airline industry.Expenses are identified separately <strong>for</strong> Consolidated Functions, Reagan National <strong>and</strong> DullesInternational. The Consolidated Functions activity includes the Offices of the President <strong>and</strong>Chief Executive Officer, Executive Vice President <strong>and</strong> Chief Operating Officer, Legal, Audit,Air Service Planning <strong>and</strong> Development, Communications, Finance, Engineering, BusinessAdministration, Human Resources, In<strong>for</strong>mation <strong>and</strong> Telecommunications Systems, <strong>and</strong> thecentral staff of Public Safety. Expenses <strong>for</strong> the Board of Directors are also included in thePresident <strong>and</strong> Chief Executive Officer’s program, although these expenses are accounted <strong>for</strong>separately during <strong>budget</strong> execution. The expenses <strong>for</strong> the Police <strong>and</strong> Fire Departments areincluded in the expenses <strong>for</strong> Reagan National <strong>and</strong> Dulles International.65
