2012 BUDGETMetropolitan Washington Airports AuthorityAirports Authority with an annual minimum amount. Revenues from concessions comprise asignificant portion of the Airports Authority’s operating revenues.CONCOURSE A — A regional concourse at Dulles International opened in May 1999, withmore than 71,000 square feet to accommodate 35 regional aircraft positions. Concourse A<strong>and</strong> B are joined by a pedestrian bridge.CONCOURSE B — A midfield passenger terminal at Dulles International that opened inFebruary 1998 <strong>and</strong> was exp<strong>and</strong>ed in the Spring 2003, to a total of 550,000 square feet toserve 29 aircraft gates <strong>for</strong> international <strong>and</strong> domestic airliners.CONCOURSE C/D — A temporary midfield passenger terminal at Dulles Internationalopened in 1985 (D) <strong>and</strong> 1986 (C) to serve 47 aircraft gates. United is the main tenant inthese concourses. See “Midfield Concourses.”CONCOURSE C FEDERAL INSPECTION STATION — See “Federal Inspection Station.”CONNECTING PASSENGER — A passenger who transfers from one flight to another enroute to a final destination.CONTINGENCY RESERVE — A reserve comprised of deposits from Toll Road Revenues<strong>and</strong> other revenue sources to be used <strong>for</strong> eligible costs <strong>and</strong> expenses within the DullesCorridor <strong>for</strong> unanticipated events or occurrences. Funds will be deposited upon availability.CORRIDOR CAPITAL IMPROVEMENTS PROGRAM (CIP) — A program to methodicallyaddress the planning <strong>and</strong> implementation of Capital Improvements on the Toll Road <strong>and</strong>which shall be subject to annual review by the Virginia Department of Transportation.COST CENTER — An area of the Airports to which a revenue or expense is attributed, i.e.,airfield, terminal, public parking, rental cars, etc.CUSTOMER SERVICE CENTER — A facility used to service users of the Toll Road includingregistration <strong>and</strong> maintenance of customer toll accounts, violation processing <strong>and</strong> verification,<strong>and</strong> responding to general inquiries.DAILY GARAGES 1 <strong>and</strong> 2 — Two public parking garages that flank the Hourly Parking Lotin front of the Main Terminal. An underground pedestrian connector provides passengerswith a safe <strong>and</strong> convenient way to cross the terminal roadways <strong>and</strong> surface parking lotbetween the Main Terminal <strong>and</strong> the Daily Garage 1. The connector includes movingsidewalks <strong>and</strong> climate control. These garages provide approximately 8,550 public parkingspaces.DEBT SERVICE FOR AVIATION — Principal <strong>and</strong> interest payments on bonds financingairport facilities. The bond financed portions of the CCP are recovered through debt service,instead of depreciation. See “Statement of Operations” <strong>for</strong> further clarification.292
