2012 BUDGETMetropolitan Washington Airports AuthoritySTRATEGIC INITIATIVES — Airports Authority-developed initiatives to guide offices insetting priorities <strong>and</strong> allocating resources.SUBORDINATE BONDS — The Airports Authority’s General Airport Subordinate RevenueBonds issued pursuant to the subordinated indenture dated March 1, 1988.TELECOMMUNICATIONS SYSTEM — See “Airport Communications System.”TERMINAL A — At Reagan National, refers to the historic Main Terminal.TERMINAL B <strong>and</strong> C — This terminal at Reagan National was built north of Terminal A <strong>and</strong> isserved by a new dual-level roadway. A number of facilities, including the old North Terminal,were demolished to make way <strong>for</strong> the new terminal. Terminal B <strong>and</strong> C have the capacity toh<strong>and</strong>le approximately two-thirds of the Airport’s passengers. The first 25 gates of theTerminal B <strong>and</strong> C were opened in July 1997 <strong>and</strong> the remaining 10 gates opened in August1998.TERMINAL RADAR APPROACH CONTROL (TRACON) — An FAA air traffic control facilityusing radar <strong>and</strong> air/ground communications to provide approach control services to aircraftarriving, departing, or transiting the airspace controlled by the facility.TIERS — Term <strong>for</strong> concourses at Dulles International prior to construction.TIFIA LOANS — The Transportation Infrastructure Finance <strong>and</strong> Innovation Act of 1998(TIFIA), enacted as part of the Transportation Equity Act <strong>for</strong> the 21st Century (TEA-21),established a new Federal program under which the U.S. Department of Transportation(USDOT) provides credit assistance to major surface transportation projects of national orregional significance. The TIFIA program provides Federal credit assistance to nationally orregionally significant surface transportation projects, including highway, transit, <strong>and</strong> rail.TOLL FACILITIES — The ETTM Facilities, Equipment <strong>and</strong> System <strong>and</strong>administration/operations buildings, toll booths, canopies, utility connections, lighting facilities,pedestrian tunnels, etc. related to the manual toll collection system, including all manual tollcollection equipment <strong>and</strong> systems.TOLL REVENUE BONDS — The bond, notes or other financial obligations secured by TollRevenues outst<strong>and</strong>ing from time to time under the Toll Road Financing Documents, includingobligation issued in connection with any TIFIA loans.TOLL REVENUES — All amounts received by or on behalf of the Airports Authority from tolls<strong>and</strong> other user fees applicable to vehicles <strong>for</strong> the privilege of traveling on the Toll Roadimposed pursuant to the Dulles Toll Road Permit <strong>and</strong> Operating Agreement, dated December29, 2006 between the Virginia Department of Transportation (the “Department”) <strong>and</strong> theAirports Authority or from proceeds of any concession or similar agreement as contemplatedby Section 18.01(b) of this Agreement, <strong>and</strong> with the exception of revenues <strong>and</strong> proceeds305
