2012 BUDGETMetropolitan Washington Airports AuthorityDULLES AIRPORT ACCESS HIGHWAY (ACCESS HIGHWAY) (DAAH) — A 17-mile, fourlanedivided highway reserved <strong>for</strong> use by Airport traffic, connecting Dulles with InterstateRoute 66. The Commonwealth of Virginia has constructed a multi-lane, divided toll road <strong>for</strong>non-airport users flanking both sides of the Access Highway.DULLES CORRIDOR — The transportation <strong>corridor</strong> with an eastern terminus of the EastFalls Church Metrorail station at Interstate Route 66 <strong>and</strong> a western terminus of Virginia Route772 in Loudoun County, including without limitation, the Dulles Toll Road, the AccessHighway, outer roadways adjacent or parallel thereto, mass transit, including rail, bus rapidtransit <strong>and</strong> capacity enhancing treatments such as High-Occupancy Vehicle lanes, High-Occupancy Toll Lanes, interchange improvements, commuter parking lots <strong>and</strong> othertransportation management strategies.DULLES CORRIDOR — EMERGENCY OPERATION AND MAINTENANCE RESERVEACCOUNT – Amounts in the Emergency Operation <strong>and</strong> Maintenance Reserve Account in theOperation <strong>and</strong> Maintenance Fund may be used by the Airports Authority to pay the costs ofemergency repairs <strong>and</strong> replacements to the Dulles Toll Road. The amount deposited in theEmergency Operation <strong>and</strong> Maintenance Reserve Account shall equal not more than $1million. If on any April 1 <strong>and</strong> any October 1, the amounts on deposit in the EmergencyOperation <strong>and</strong> Maintenance Reserve Account are in excess of $1 million, the AirportsAuthority will transfer an amount equal to such excess to the Revenue Fund <strong>for</strong> Dulles TollRoad operations.DULLES CORRIDOR ENTERPRISE RESERVE AND TOLL RATE STABILIZATION FUND– Amounts in the Dulles Corridor Enterprise Reserve <strong>and</strong> Toll Rate Stabilization Fund shallbe used by the Airports Authority to fund costs relating to the Dulles Metrorail Project <strong>and</strong>other Capital Improvements in the Dulles Corridor, provide <strong>funds</strong> to make up any deficienciesin the Operation <strong>and</strong> Maintenance Fund, the Extraordinary Maintenance <strong>and</strong> Repair ReserveFund, any Bond Fund or any Debt Service Reserve Fund, <strong>and</strong> redeem any Outst<strong>and</strong>ingBonds. Amounts in the Dulles Corridor Enterprise Reserve <strong>and</strong> Toll Rate Stabilization Fundshall be pledged to Bondholders <strong>for</strong> Dulles Toll Road Revenue Bonds.DULLES CORRIDOR — EXTRAORDINARY MAINTENANCE AND REPAIR RESERVE –The moneys in this reserve, including all interest earnings thereon, shall be deposited with athird party trustee <strong>and</strong> shall be supplemented by the Airports Authority on an annual basis asnecessary, taking into account accumulated earnings thereon, such that the total amount inthis reserve is increased in accordance with the U.S. Implicit Price Deflator Index. Allmoneys in this reserve shall be invested in Eligible Investments. All moneys in this reserveshall be treated as an operating <strong>and</strong> maintenance expense of the Toll Road.DULLES CORRIDOR METRORAIL PROJECT – Phases 1 <strong>and</strong> 2 of the rail facility as defined<strong>and</strong> per the conditions decision in the March 2, 2005 Record of Decision of the FederalTransit Administration, as amended on November 17, 2006, <strong>and</strong> the July 12 ImpactStatement <strong>for</strong> the project, as they may be further amended or supplemented from time totime, including all related systems, stations, parking <strong>and</strong> maintenance facilities.294
