These will remainunder GAP personnel administration. The above arrangementsremain, however, flexible; if found advantageous, feeding,clothing, and so forth of individual GAP constructionpersonnel and units will, on occasions, be provided by localGAP administrations.All personnel barracks and buildings permanently assigned foruse by GAP construction personnel are to be placed under OTadministration. In that case, the Marine Bauleitung (technical staff of MarineBauamt) would turn the blueprints over to the Pestungsbaupionierstabwhich would supervise the actual work of emplacement and installationas performed by the OT).On 20 July 1944 a decree issued by Gross-Admiral DflNITZ, similarto the Luftwaffe decree issued by GIBING- on 20 June, placed the Kriegsmarineconstruction agencies and equipment under the OT. MinisterialDirector DQBSCH, in his capacity of Chef des Amtes Bau-OTZ (Chief ofthe Bureau of Construction - OT Central HQ) in the Reichs Ministry forArmament and War Production, thus became more or less automaticallyalso Chef des Marine Bauwesens (Chief of Navy Construction).The following is a translated summary of the decree:High Command1. The Chief of Amt Bau-OTZ (Bureau of Construction - OT CentralHQs) in the Ministry of Aimament and War Production as Chief ofNavy Construction takes over all Marine Baudienststellen (NavyConstruction Agencies;, equipment, etc.
2. Although the agencies are subordinated to the above-mentionedOT Chief, they remain Navy agencies; they do not be<strong>com</strong>e administrativelyincorporated into the OT.3. The Chief of Navy Construction (abbreviated CNC, is responsibleto the Conmander-in-Chief of the Navy.(Note: This places a dual responsibility upon DOESCH, inasmuch ashe is responsible to SPEER for administration of the OT as aconstruction organization).4. The CNC may use outside agencies for Navy construction work,if necessary in the interests of efficiency; he may likewise useNavy agencies for non-naval construction, if necessary for thedefense of the country. The program as laid down by the C-in-Cof the Navy must not, however, be in any way affected.5. The C-in-C of the Navy retains control and ownership overconstruction. In his dealings withGNC he is represented by theChef Kriegsmarine Wehr (Chief of Naval Defenses, abbreviated CND)«The CND is represented on the regional level by the OberbefehlshaberMDK (Conmanders on the Navy High Command) or theirsubordinate Oberbefehlshaber Marinegruppen Kdos (Commanders ofNavy Group Commands) and the Koramandierend© Admirale (AdmiralsConmanding). (See Supplement at the end of this Decree).6. The CNC's liaison officer at OKM (Navy High Commandrepresented by the CND) is designated Inspekteur des Marinebauwesens (inspector of Naval Construction, abbreviated INC). The INCin agreement with theCND conmandeers construction officials andtheir personnel for the establishment of higher Engineer Liaisonoffices and Liaison Engineer offices on Regional level, (seeSupplement 2 at the end of this Decree).7. The decree of 16 Feb 1943, regulating the construction tasksassigned to the Navy through the former Amt Marine Bauwesens(Bureau of Navy Construction) as distinct from those assigned tothe Army through the Antsgruppe Pioniere und Festungen (pioneersand Fortifications Branch) remain in force.CNC Organization.1. All personnel of the former Bureau of Navy Construction (BNC)and its subordinate agencies, except the personnel <strong>com</strong>mandeeredto the Abteilung Betrieb (Admin. Section, see Supplement at theend of this Decree) are placed under the-GNC.2. Likewise soldiers, insofar as they were detailed to constructionposts as draughtsmen, motor vehicle drivers, etc., on orbefore 1 July 44, (Special regulations will be drafted to applyto future construction detachments for which provision has beenmade by the Navy.3. AH trucks (lorries; hitherto allotted to Navy constructionagencies will be placed at the disposal of the CNC; additionaltrucks will be placed at his disposal only for the duration oftheir specific task, as will all personnel carriers essential forpersonnel transport.4. All construction machinery, separate pieces of equipment,derricks, tug-boats, etc., already at the disposal of the BNC willbe placed at the disposal of the CNC. Tug-boats serving rivertraffic may not be diverted to other work, particularly thoseemployed on the Jade River.5.
