BASIC FACTS ABOUT THE ORGANISATION TODT1» OT is not a Nazi Party organization. It is a Reichsbehflrde(a Government agency). The exercise of its administrative andexecutive authority, therefore, is a governmental (ministry)function.2. OT personnel is classified by the German Government as militia;its German personnel and some of its foreign volunteers have the rightto bear arms and resist enemy action. They have furthermore renderedthe same oath of lifelong personal loyalty to HITLER as the regulararmy soldier.3* OT's war assignment may be defined as the Construction Arm of theWehrmacht; as such its activities were, until very recently, spreadover all of German occupied Europe. At the present day it exercisesfunctional control oVer Army, Air Force and Navy construction agenciesand facilities including equipment.4* In addition to the above assignment, the OT had working agreementswith the governments of Rumania, Bulgaria and Hungary.5* OT's chief is the Reichminister for Armament and War ProductionDr. Albert, SPEER. In his capacity as head of the OT, he isresponsible directly to HITLER. On 24th August 1944, he also tookover the building administration inside Greater Germany. Since thisdate OT has assumed control over all phases of construction insideGreater Germany.6. OT's central administrative headquarters and highest echelon isthe Amt Bau-OT. Zentrale in Berlin. Its chief is MinisterialDirektor Dipl. Ing. Xaver DQRSCH. He is responsible only to SPEER.7« OT's fundamental characteristic is the co-operation between theGerman Building Industry and the German Government. The BuildingIndustry furnishes the technical part in the form of individualbuilding tfirms, with their staffs and equipment-. The governmentfurnishes the manpower and material. These two elements, governmentand industry, are fused under OT control.8. The above arrangement was evolved by Prof. Fritz TODT for thespecific task of completing the 'Siegfried Line 1 , in May, 1938.It was so successful that the personnel remained as a permanentconstruction organization for the German Armed Forces.9» The executive of an OT-Firm has a dual function; as thecontractor he takes care of his own interests; as a fully paidofficer in the OT he takes care of OT's interests.10. Germany at present is divided into an operational area comprising8 Einsatzgruppen (Area Control Staffs, Army Group level) sub-dividedinto 22 Einsatze (Area Control Staffs, Army level).11. OT authorities claim to have directly employed a force of amillion and a half of both German and Non-German personnel at itsperiod of greatest expansion, May 1942 to May 1943- IndirectlyOT may have benefited from the labour of over two million men andwomen. At the present time it is estimated that the OT controlspersonnel numbering approximately 1,000,000 inside Greater Germany.12. The German personnel of 0T never exceeded 350,000. Due tomanpower shortage, the increasing demands of the Wehrmacht andindustry, the estimate before D-day was not over 75QOO andless. At the present time it is estimated at approximately-3

This minimumis about 10 percent of the total personnel in rear areas, and 25 percentin the forward areas,18. The transport facilities for OT are provided by three originallyseparate organizations; the NSKK-Transportbrigade SH2ER, NSKK-TransportbrigadeTQDT and the Legion SH3ER, unified in 1942 under the TermNSKK-Transportgruppe TGDT, now known as Transportkorps SPEER.19» Although not a Nazi Party organization OT is under the politicalcontrol of the Allgeraeine SS with an SS Liaison officer in everyechelon. Since May 1944, this control has been tightened by theinclusion of additional ss personnel in key positions throughout the OT.-4
